As a kind of special resource, HR has its unique features as subjective initiative, renewability and both producer and consumer, etc., these features make the position and role of human resources are increasingly highlight with the development of current social economic, academic world are paying more and more attention and concerns on the relevant problems of human resources, human resources development and so on. Over the years, scholars both at home and abroad have made a large amount of intensive researches over issues such as human resources, human resources development, etc., from the earliest local research within enterprise extended to the research of human resources related to the whole society, wrote a large number of academic papers and monographs, which have fully demonstrated that the reasonable and effective development of human resources has very important significance for economic and social development of a country or region.The purpose of this paper is to study the related problems of human resources development, put forward effective countermeasures, so as to promote the rapid and sound development of economic and society in Chang JiTu region. Since 2009, the State Council formally approved the "China cooperation development planning outline of TuMen river area, take the development and open-up of Chang Jitu as the pilot area", then the construction of pilot area construction of Chang Jitu development and open-up has officially boarded the stage of history, gone up as the national strategy, has being the only edgewise development and open-up area approved to implement by the state. However, because the unreasonable of human resource structure and quality difference in this region, which has restricted the implementation of development and open-up strategy of Chang Jitu to some extent. Therefore, it is the only way to promote the comprehensive development of Chang Jitu strategy by attaching great importance to and fully developing the human resources of this area, only on the depth development of human resources, and give full play to human resources advantages, then it can constantly speed up the economic development and construction of Chang Jitu pilot area, thus forming the new strategic layout of the TuMen river regional development and international cooperation strategy.There are five parts in this article, chapter I and chapter II mainly expound the related theories, on the basis of extensive reading, sorting and collecting the theoretical research achievements of existing academics, make relevant studies on human resources, human resources development, human capital transformation, the dialectical relationship between regional economy and human resource development, etc., further prove that the human resources development has a positive promotion on regional economic development. Chapter III takes Yanbian Korean autonomous prefecture, the set of "Western development", "the northeast old industrial base" and so on, a frontier ethnic minority autonomous area with many preferential policies, as an example, discusses and analyzes the human resources of Chang Jitu development pilot area. Based on the in-depth analysis of specific human resources present situation, the development situation and existing problems existing in the northeast, Chang Jitu area and Yanbian Korean autonomous prefecture, compared the differences and similarities of human resources of yanbian region and Chang Jitu area and even northeast China, summarizes the advantages and disadvantages of human resources in Chang Jitu area, the related problems existing in human resources development of Yanbian area. Chapter IV puts forward a conception of regional human resources development in Chang Jitu area and proposes some proposals and countermeasures. The last part is the conclusion, the author hopes to propose an effective countermeasure applicable for the human resources development in Chang Jitu area by the study of the effective development and reasonable utilization of human resources in yanbian area, through strengthening the scientific development of human resources in minority areas, and drawing the attention of government department for the human resources development of minority areas, thus realize the great economic and social development of yanbian area, and then promote the economic society science development of the whole Chang Jitu area.
