The issues concerning agriculture,countryside and farmers are fundamental to the national economy and the people's livelihood.The importance of agricultural human resource development becomes more and more prominent with the continuous deepening of the work related to agriculture,countryside and farmers,the continuous promotion of agricultural modernization,the realistic task of decisive victory on poverty alleviation,the formulation and implementation of Rural Revitalization Strategy,and the resulting strong demand for talents and realistic talent bottleneck.In ethnic areas,the development of human resources is more urgent and important.Based on this background,this paper takes the tea industry in Enshi Tujia&Miao Autonomous Prefecture as the research object.Enshi is the only minority Autonomous Prefecture in Hubei Province,which is paid special attention by our Party and state.Developing local characteristic agriculture and its human resources is of great importance to the rural revitalization and the overall development of the economy and society in Enshi.Tea industry,the characteristic industry of Enshi,has a long history with the advantages of superior natural environment,excellent product quality,high selenium content and profound tea culture.Characteristic agriculture,different from traditional agriculture,needs the support of knowledge and talents.At the same time,the overall human resources of tea industry in Enshi is still relatively weak,which greatly restricts the further development of its tea industry.It is the key to fully develop human resources and comprehensively improve their quality,otherwise the development of Enshi tea industry will be difficult to succeed and sustain,which will lead to the result that the revitalization of local agriculture and rural areas will not be smoothly promoted.Therefore,the study on human resource development in Enshi tea industry has certain significance for further promoting the theoretical improvement of the characteristic agriculture and the human resource development in ethnic areas,and the work practice of Enshi tea industry and its human resource development.The main body of the paper is divided into nine parts.The first three parts are the basic parts of the paper,which includes introduction,concept definition and related theories,the current situation,problems and development of Enshi tea industry and its human resource.In the fourth part,the paper moves on to the main topic,exploring the further causes and advance for the solution on the basis of the analysis of the existing problems of tea industry human resources in Enshi.It puts forward the tools of entrepreneurial human resources,basic human resources,related industry human resources and market human resources,then establishes the overall strategy of human resources development,finally makes a further study on the development of entrepreneurial human resources,basic human resources,related industry human resources and market human resources.There are two possible innovations in this paper.One is to put forward the tools of entrepreneurial human resources,basic human resources,related industry human resources and market human resources,so as to further improve the human resources development system of Enshi tea industry.Second,based on the tools,the paper re-examines the existing problems of human resources and then propose the overall strategy.That is,the strong and unconventional development on the whole,the key development of entrepreneurial human resources and related industry human resources,the overall collaborative development of basic human resources,and the integrated development of market human resources.The deficiency of this paper lies in quantitative research and micro analysis.First,the accuracy and depth of the research is affected because of the lack of econometric analysis on the current situation and problems of human resources of Enshi tea industry,and on the research of its human resources development strategies.Second,the countermeasures proposed are not detailed and precise enough because of the lack of the micro analysis on local production and living conditions and actual needs of different types of human resources.The next step is to overcome the two shortcomings and improve the quality of research work by applying econometric analysis and making further microscopic analysis.
