Energy is the material foundation for human existing and development, and it is also the guarantee of people’s life. With increasing contradictions between energy consumption and economic development, how to realize the energy carbon emissions and coordinated development of regional economy becomes hot spot. As an important growth pole pulling the economic growth of Liaoning province, Liaoning Coastal Economic Belt has made substantial progress in various aspects. But the energy consumption growth rate is much higher than the rate of energy production, this has seriously restricted the development of Liaoning coastal economic belt. So explicating the relationship between the energy efficiency of carbon emissions and economic growth, and improving energy efficiency, becomes the key to solve the problem.Based on this idea, first, using the period of time scale elastic analysis method to reflect the energy decoupling relationship. And then, using the stochastic frontier analysis method which was called SFA to measure the efficiency of carbon emissions, constructing Tobit multivariate linear regression model, analyzing the influence factors of carbon emission efficiency in detail.Research shows that: ①During the period of 2000-2012, coastal economic zone as a whole from the expansive negative decoupling into strong decoupling. Total carbon emission stage showed an increasing trend while GDP showed a steady upward trend. During the period of 2000-2006, Dalian pointed to expanded connections, Dandong and Huludao pointed to weak decoupling state, others were expansionary negative decoupling; During the period of 2006-2012, all regions achieving more significant decoupling in the later period, and the regional gap of decoupling degree was narrowing. ②Besides Jinzhou, carbon emission efficiency change trends of the other five cities were similar. The regional difference was becoming increasingly smaller. Among them, carbon emission efficiency over the years of Jinzhou was the highest, but the growth rate was very small. While Carbon emission efficiency of Panjin and Huludao were very low, but there was much room for improvement. GDP per capita played a significant role in improving carbon emission efficiency. The structure of energy consumption, energy consumption intensity, the structure of industry and government intervention were significant negative correlation with carbon emission efficiency, that was to say they were disincentive to the improvement of carbon emission efficiency. ③2013-2020,the total energy consumption, total population, GDP and CO2 emissions are trend to increase. If it continues to maintain the current development trend, Liaoning Coastal Economic Belt will reach the goals of the 12 th five-year plan of Liaoning. At last, provides feasibility suggestions for Liaoning coastal economic belt’s economic development.
