Study And Application Of Security & Cost & Efficiency Management In Substation Project Asset

Power grid enterprise is an important state-owned enterprises related to national energy security and national economy which need to coordinate the relationship between security, efficiency and cost. Therefore the implementation of the annual security&efficiency&cost management (SEC) for power grid enterprises is of great significance.This article systemic introduced the theory foundation and set the theory framework of the annual security&efficiency&cost management and established the link btween the SEC and the life cycle cost management (LCC). The application of SEC in power companies at all levels of business was anylysed step by step in this article. Streamlined, standardized and institutionalized solutions were provided to achieve a significant shift from theory to practice.This study focused on the application of SEC in State Grid Jibei Maintenance Company. At present, the application in the primary equipments is relatively mature and norms. Substation project core assets and transformers, circuit breakers device in the primary equipments in State Grid Jibei Maintenance Company were chosen as examples to describe the implementation of SEC from theoretical level to the landing process. Secondary equipments, which are used to guarantee the proper running of primary equipments, have both connections and differences with primary equipments in the application of SEC. But the general idea is consistent within the theoretical framework of SEC, which is dismantling each index of SEC, calculating the value of each sub-standard, and ultimately getting quantifid SEC value. In this paper, main transformer protection devices and circuit protection devices, which are more representative of protection devices, were chosen as examples to conduct a detailed and systemetic description of the application of SEC.
