Review the past ten years, the serious natural disasters and emergency events happened in our country before, the emergency operation and stable production to the electric power industry has brought the huge negative impact. Timely supply and distribution of electric power emergency materials is one of the important contents of emergency management of power, so the electric power enterprises must strengthen the capacity of power emergency supplies quickly supply within the shortest possible time and delivery the demand electric power emergency equipment to demand places by fast, safe and timely ways. Recovery power transmission in order to protect the affected area of the power supply system can re-normal operation, and it is important to reduce caused by natural disasters and emergencies which makes great economic and social significance. This paper aims to build up power emergency materials distribution route optimization model for analysis, in order to effectively improve the ability of power after the accident timely restore lines and equipment in normal operation. and also make positive effect of the overall security of the power system. The paper firstly analyzes the existing domestic and foreign relevant emergency supplies,and the summary of research, also points out the special point of power distribution of emergency suppliers in China. Secondly, this paper also describes the relevant power reserves of emergency supplies and demand theory which combined with the China Southern Power Grid and State Grid. Emergency supplies reserve status introduces existing located in distribution center. In addition, based on the characteristics of power emergency material of its high value and high quality, when make choices of power emergency material distribution route, we must consider the disasters caused by road transport risk exists different road have varies reliability distribution caused by the situation. To ensure the safe and efficient delivery of power emergency supplies to each demand point, so this paper also indicates the theory of reliability of road level and how to measure reliability which were introduced briefly, and explains the influence of road reliability.The paper measures the value of power emergency supplies economic and time efficiency, based on considering influence of road reliability, power emergency material distribution route choice model is established to minimize the total cost of the objective function, and this paper also introduces electric power emergency demand point priority theory and demand decomposition to simplify model. In order to improve the electric power emergency material distribution of time efficiency, for the use of requirement in the paper, and the demand of vehicle distribution point to take direct delivery model of point to point, and also take the way of existence of vehicle distribution together more than gpods situation demand point distribution mode. By combination of the vehicle and complementary goods together can effectively reduce electric power emergency materials transportation cost.According to the optimized electricity emergency distribution route model, this paper also proposes demand of electric power emergency demand point decomposition, and use Matlab tools for solving the description and simulation of model.
