From 2014, "new normal" has become the main stream of China society. The economic development is facing with enormous challenges and opportunities. Small and medium-sized enterprises will gradually become the new growth point of Chinese economy development, which will become the breach and international forces of the Chinese economy innovation and reform. Therefore, The healthy growth of the small and medium-sized enterprises is related to the great historical mission of Chinese economy. Researches to help improve the growth of small and medium-sized enterprises have become the duty of management scholars. And salary, as the main tool encouraging and restricting empolyees in small and medium-sized enterprises, playing a vital role in human resources management in small and medium-sized enterprises.Internal compensation levels of small and medium-sized enterprises in China often could not reach the fair and just requirements because of its own unstable development, interest division within the family, or the backward management level, and other kinds of reasons. such injustice can not eliminated in the short term because of restriction of various factors. So in most of the small and medium-sized enterprises, the salary between employees are secret to avoid internal contradictions brought by the compensation injustice.But it’s not enough, salary secretary is just a system borrowed from abroad and it representitive cultural difference between western and China. Copying from other country can only bring some troubles.For example, international and domestic economic environment is blustery, compensation management is always faced with challenges and innovation. What are the conditions that domestic economy can apply for and what kinds of security does the salary secrecy need? The article makes a deep analysis.Firstly, based on the Cognitive Dissonance Theory, fair theory, double factor theory and compensation management, Expectancy Theory, the article has carried on the deep research on employees’ psychological factors of Pay Satisfaction, gives a detailed analysis on the advantages and disadvantages of salary secrecy, summarize and explains its own characters of domestic small and medium-sized enterprises which are different from large-scale enterprises, makes summary on several influence factors effecting on salary system of the small and medium-sized enterprises. Based on all of this, the paper finds out the applicable conditions of salary secrecy of small and medium-sized enterprises and offers theoetical foundation of the application of salary secrecy in small and medium-sized enterprises.Secondly, this paper will take a further research. Only the simple salary secrecy is not rigorous, because the management level of domestic small and medium-sized enterprises falls behand large-scale enterprises and overseas-funded enterprise. Therefore, the competation of salary secrecy of small and medium-sized enterprises need the insurance of a series of management and upgrade and optimize of management. Only do it in this way, salary secrecy can meet the practical need of small and medium-sized enterprises and is carried out smoothly and effectively.Finally, as the theoretical results of the research, the article verify the validity of the above judgments by following ways. Making analysis on the reform of salary secrecy in Zhengzhou Lingxiu Clothing Co., Ltd, in which I have ever practiced; questionnaire survey on the employees’ slary satiafaction after reform; showing that salary secrecy palys a positive role in improving employees’ satisfaction and easing work pressure of enterprise salary management.
