The Research Evaluation Of The Cyclic Economy Based On The Rough Sets And Extension Analysis

Developing the cyclic economy is an important way to build a resource-conserving and environmentally friendly society and realize the sustainable development, but it is a wide-range and comprehensive systematic project. The evaluation index system of circular economy is the foundation for the state to establish the circular economy statistical system, and the comprehensive assessment of the circular economy development level is the basis for governments, enterprises and park-districts to make plans for the circular economy development and strengthen management. Therefore, in order to evaluate the development of circular economy scientifically, it is of much importance for developing the circular economy to establish a set of properly-designed and much more operational circular economy evaluation index system.In view of the subjectivity in choosing and lack of analysis for the future trend in comprehensive evaluation of the current evaluation system, the present thesis proposes a tough-sets-based approach to establish the index system for the cyclic economy development with the comprehensive extension analysis method. The paper begins with the formalizing description and discretization of the initial economy index, establishing the assessment system with the Attribute Reduction method. Then the thesis establishes a meta-model for the cyclic economy development and proposes the extension comprehensive assessment method to assess the cyclic economy development based on the correlation function method. The index system based on the established assessment model is simple but comprehensive enough to assess the current development as well as analyze the trend of the future development of the cyclic economy. To establish SD model of policy simulation and get the simulation results, which can offer theoretical basis and working approach to the management of the regional cyclic economy development. Taking Gansu as an example, the paper makes an empirical study on the related data in 2012, establishes the index system for the cyclic economy in Gansu, and assesses the development and the trend of the cyclic economy in some areas of the province, and thus the simulation get some relevant policy recommendations. Finally, using the model presented in the thesis, the author develops a software to comprehensively evaluate the regional circular economy development. The software makes the whole evaluation process modelization, intellectualization and method integration, which can improve the scientificalness and operationality of policies for the circular economy made by local governments.
