In order to promote economic restructuring,China is currently implementing an innovation-driven strategy.The national central city is the main battlefield for the implementation of innovation strategy.The study focuses on the evaluation index system of innovation ability of the national central city.In the research on the evaluation index system of urban innovation ability,there are two aspects that deserve attention.First,how to choose the index rationally.At present,most domestic and foreign researchers mainly construct the theoretical model from the connotation of urban innovation ability,and use it as the basis to select the required indicators.As different scholars have different understandings of urban innovation ability,there are differences between the models and selected indicators,so far there is no universally accepted evaluation index system of urban innovation ability.Second,whether the selected indicators can effectively evaluate the innovation capability of cities.In order to evaluate urban innovation more comprehensively,most scholars choose as many indicators as possible,and there may be redundant indicators.This not only causes the trouble of collecting and processing data,but also inaccurately evaluates the results.In the research of the evaluation index system of the innovation ability of the national central city,this article first establishes the principle of choosing the evaluation index system of the innovation ability of the national central city from the four aspects of rationality,science,representativeness and desirability,Select a number of indicators of the sea;and then classify the indicators by gray relational clustering method to establish the preliminary evaluation index system;then use the rough set attribute reduction method to screen the preliminary evaluation index,remove the redundant indicators and finally establish the country The evaluation index system of innovation ability of central city includes the registered unemployment rate of urban residents,per capital GDP,Per capital disposable income of urban residents,energy consumption per unit of GDP,full-time equivalent of R&D personnel,R&D expenditure as a percentage of GDP,the number of students in colleges and universities per 10,000 students,the proportion of local financial science and technology funds to local financial expenditure,the sales of new products of enterprises above designated size,the proportion of authorized invention patents in the proportion of authorized patents,the proportion of high-tech products exports in the total exports,Technical market contract turnover of 12 indicators form.Based on the evaluation index system of the innovation ability of the national central city,this paper evaluates the innovation capabilities of nine national centers in Beijing,Shanghai,Guangzhou,Chongqing,Wuhan,Tianjin,Chengdu,Zhengzhou and Xi'an.The results show that there are significant differences in innovation ability among the nine central cities.The innovation capability in coastal cities such as Shanghai and Guangzhou is far greater than those in the central and western central cities such as Zhengzhou and Chengdu,but the central and western central cities are developing rapidly.From the selected evaluation indicators,each center city has its own advantages index,contribute to the improvement of its innovative ability.In this paper,the comprehensive application of the methods of literature,gray relational clustering and rough set provides a new idea and method for the construction of evaluation index system of innovation capability of national central cities,and enriches the theoretical system of evaluation of innovation ability of national central cities,Which provides a quantitative evaluation tool for the evaluation of innovation capability of the national central cities and provides the theoretical basis and empirical evidence for the formulation of countermeasures for the promotion of innovation capability of the national central cities.
