The Study Of Green Industry Development In Hebei Province

In recent years,especially in Beijing,Tianjin North China region sustained severe haze declared the end of the old road of development in Hebei Province. The cost of the old road of development proclaimed the bankruptcy of GDP supremacy. Hebei Industrial development can reborn only by a way parting reluctantly with what one treasures. Development is an important thing and the measure of green development is the most important of all. We must take the road of green development,only by this way can we make a success.it has some important theoretical and practical significance to make a further analysis of the current situation in Hebei Province green development and explore the path of green development in Hebei Province.Combing historical evolution development concept and clarifying the concept of green development core idea is the foundation to guide the industrial development in Hebei with green development concept. In this study,we focus on the problems and causes of industrial development in Hebei Province. Green development path is a difficult problem in the study. The key to solve the difficulties depend on clarifying the basis problems. Green development is a way that natural environment and human beings can withstand, it also includes sustainable development,low carbon,harmony and circular economy. It is not difficult to know that the core idea of green development is the entrance to analyze green industrial development problem,the core idea is also the key to find out green industrial development path.Hebei industrialization is actually a heavy industrialization road which accounting has been high. Heavy chemical industry is high pollution and high energy consumption industries. Over-development of heavy industry in Hebei Province and focus on areas has exceeded carrying capacity and resource constraints. Short-sighted on Industrial development strategy,outdated concept,emphasis on heavy industry development, High-tech Industrial development contempt,environmental capacity lags,lacking of environmental controls,policy lag and poor execution,these make heavy chemical industry green development in Hebei become a hard thing. Hebei has no choice to take the green development path.We propose a further green development path based on clearing the core idea of green development:We should take advantage of the total capacity of the environment to control industrial growth target,we should also make rational development of water, land,minerals and other natural resources,then we proposed environmental carrying capacity total control path,Closure,closure,merger,converting is an effective way, adjusting the unqualified industrial production,increasing carbon reduction and environmental assessment,then enhancing government functions and adjusting industrial inventory;Formulating strict entry standard to control industrial carbon emissions and encourage the use of new energy sources;Upgrading existing industry,developing the circular economy vigorously,establishing circular economy demonstration zone. Adjusting the industrial structure and developing the tertiary industry;Taking advantage of the joint development of Beijing,Tianjin and Hebei,adjusting the industrial structure, vigorously developing strategic emerging industries and modern services. Finally,we make a number of policy recommendations.
