Study Of Government Responsibility On Landless Farmers' Social Security

China has entered into the period of rapid development upon urbanization and industrialization. In order to meet the rapid expansion of industrialization and urbanization, and the public infrastructure construction, in recent years, more and more lands are not used in farming. Because of this, a lot of farmers lost their lands. According to statistic, the number of land-lost farmers has reached 4,000 million in our country. Although our government strictly control the scale of construction land on macroscopic, objectively, with the rapid development of industrialization, urbanization, the amount of landless farmers will still be growing. For reasons of history and present, land-lost farmers are not in the scale of social security. They live in the edge of the urban and rural areas, have been a new disadvantaged groups. In those years, a series of problems on land-lost farmers are happened, which not only against development of industrialization and urbanization, but threat social stability and the construction of harmonious society. Therefore, it has great significance on coordinated development of urban and rural to identifying the government responsibilities in social security of landless farmers, constructing the social security system. So, this paper basing current situation of landless farmers, analyze the necessity of establishing land-losing farmers security system, study the government responsibility on social security of the farmers, and give my own suggestions in this field.The first part puts forward social security problems on land-losing farmers. Based on the current problems of the land-losing farmers we know that the social security of landless farmers is the most urgent problem in all questions of land-losing farmers. Then this paper points out the necessity in social security construction of the farmers and government responsibilities.The second part describes absence of government responsibilities in the land-losing farmers'social security. The absence of government responsibilities respects the overall development plan, policy and law, less investment on social security funds, self-discipline missing.The third part analyzes reasons of government responsibility missing. The part studies reasons from two aspects of history and reality and completely analyzes absence of government responsibility. This article makes a foundation for next part.The fourth part puts forward some suggestions for government responsibility. From reforming the land system, constructing the multi-level social security system, strengthening legislation and guiding landless farmers, this part gives rationalization proposals.
