The Comprehensive Evaluation And Research Of Circular Economic In Hei Longjiang Province

The 18th CPC National Congress proposed "to promote green development, to cycle development, low-carbon development" and "to build a beautiful China". This means that in order to consume a lot of resources available to achieve economic growth, China must change the mode of production. To rely on resources in exchange for economic growth at the expense of traditional modes of production in Heilongjiang province is particularly prominent. Overall, the economic development of Heilongjiang is relatively extensive and large growth on water resources and energy dependence. Due to long-term high-intensity mining, originally abundant coal and oil resources have gradually depleted. At the same time, subject to the low technical level, capital investment and other factors, the current overall resources in Heilongjiang province and the energy utilization is low. Therefore we have proposed to actively develop recycling economy, thereby changing the Heilongjiang Province irrational economic structure, and to improve the ecological environment quality, to improve the overall living space. Then Heilongjiang Province will enter a virtuous cycle of sustainable development so as soon as possible.It is fundamental way to develop recycling economy energetically and take a resource-saving and environment-optimized path of sustainable economic development for easing the bottleneck of resources and achieving the balance between resources environment and economic social development, as well as the strategic choice to accelerate the comprehensive construction of a well-off society.The paper expounds the actuality of domestic and international recycling economic theory and makes a deeper understanding about the conception and the theories. In this paper, it has the status of economic development cycle in-depth analysis of Heilongjiang Province. And it sums up the achievements of economic development cycle. Also the favorable conditions and adverse conditions for the next stage of Heilongjiang Province circular economy development are given at the same time. Heilongjiang Province circular economy development is understood in-depth. After that, in this paper, the statistic index system is established according to the index system published by the NDRC and the research on current domestic and international appraising system of regional recycling economy developing level. There are 4 subsystems including 18 indicators. It uses Analytic Hierarchy Process to determining the index weight and uses the Fuzzy Comprehensive Evaluation Method to build the evaluation model. After that, it evaluates the development level of circular economy in Heilongjiang Province with the data of other provinces in China in 2013 as a reference. After the empirical analysis, it finds that the development level of circular economy in Heilongjiang Province is good which is closer to the reality. At the same time it also shows that the index system and the evaluation model developed in the paper are practical and useful. Finally, depend on the result from the evaluation, it provides some suggestions which are benefit for accelerating the speed of development in circular economy in Heilongjiang.
