Development And Upgrading Paths Of Under-forest Economy Industry In Heilongjiang Forest Industry Areas

The Forest Industry areas of Heilongjiang province is the largest key national forest areas, which has faced with the problem of how to realize economic transition after the full stop forest commercial cuts, while the under-forest economy actually satisfies the demand of its economic transition. It is significant to upgrade the under-forest economy industry as lots of problems have existed in the progress.Firstly, this paper defines three important conceptions, which are the under-forest economy, under-forest economy industry and under-forest economy industry upgrading, then introduce the relative theoretical basis of industrial upgrading. And it establishes the under-forestry industry chain based on the theory of the upgrading of the industrial chain, finally it applies the statistical data to analyze current development situation of the forest industry areas, it found that industrial development is unstable, the level of industrialization is low and it is at the primary stage needing to be upgraded.Secondly, according to survey the field research of the worker households and the forests economic products processing and sales companies respectively. The survey results from the worker households show that the capital resources are not smooth, the thresholds of bank loan are high, the sense of cooperation and management skill is lack, and the level of productivity technology is low and the capability to resist the risk is low. Government subsidies of developing the under-forest economic activity are inadequate and the social service system is not good enough. Through the research of forests economic products processing and sales companies, it found that corporate brand awareness is not strong, the international quality certification is not high, the product is not competitive, and the arrangement of the production process is unreasonable, the product exists unsalable situation; the level of technology and research are low, and the equipment utilization is low; overall quality of enterprise employees are not high and company scale is small; government support for the forests economic products processing and sales companies are not enough, and the anti-risk ability of companies are weak.Finally, this paper puts forward the paths of industrial under-forest economy upgrading according to the idea of industrial chain. The paths are proposed from the three aspects of the industrial chain, which are the stretch, extension and integration of the under-forest economy industrial chain. The stretch stresses the integration of the forests economic products processing and sales companies. The integration stresses the cooperation between the worker households and the forests economic products processing and sales companies. The extension separately extends from the two participants. As for the worker households, they should actively join in cooperatives and improve themselves. While for the companies, they should improve their level of research and technology, the construction of the invisible resources and the cooperation among the companies. Finally, the paper proposes safeguard measure of the under-forest economy industrial upgrading.
