Research On The Social Service System About The Development Of The Under-forest Economy In The National Forest Areas Of Heilongjiang Province

The national forest areas of Heilongjiang province is the largest forest in China, which is an important ecological function areas and the major timber production base in China. However, under the dual pressures of population survival needs and the enterprise management extortions, the forest timber production greatly exceeded the carrying capacity of the forest resources, which leaded to the national forest areas in a recoverable resources crisis and enterprise’s economy poverty. The implementation of the policies, such as Forest harvesting quota system, Natural forest protection project, The construction of ecological function area and Economic transformation plan in Xing’an Mountains Forest Areas, After April 1 in 2014, the key national forest areas of Heilongjiang completely stopped commercial harvesting, what mean the national forest areas must be carried out from the "wood" to "non wood" economic transformation, And the under-forest economy is one of the most important industry hopes to realize the economic transformation. Currently, the development of the under-forest economy in the national forest areas is still in the primary stage, the social services system about the development of the under-forest economy has not been established. Many scholars take a lot of attentions to the construction of the Forestry social services system, however, the construction of the social services system about the development of the under-forest economy in national forest areas gets relatively little attentions. What’s the level of the construction of the social services system about the development of the under-forest economy, Consider and analyze what the problem is, what services is demanded by the Micro——worker households, and how to construct and perfect the social services system, which are questions this paper will research.On the basis of field research datas and statistical datas, this paper from these two perspective——service providers and service demanders, respectively analyze the state of the construction of the social service system about the development of the under-forest economy, its existent problem, and what services is demanded by the worker households who are engaged in the under-forest economy, what’re difficulties in their production activities’process. Through analyzing the survey data and statistical data about the Forestry Bureaues, the result shows that:the social services system about the development of the under-forest economy in the national forest areas exists many problems, such as, the service provider is relatively single, lacking self-motivation to provide the worker households with services, system coverage is limited, the fund of the system construction is limited, the publicity of system construction is not enough. While the real system of social service about the development of the under-forest economy in the national forest areas has not been built up. Through analyzing the survey data about the worker households, the result shows that:The forestry administration is the most important provider who provided the majority of service to the worker households, even is the only provider, so the worker households more satisfied with the obtained services; and the worker households show a strong demand for information service, technology service, financial service. This suggests that the national forest areas understory economic socialization service also did not reach a balanced state; Meanwhile, the worker households have many difficulties in the process of the under-forest economy production activities, such as, Lacking market information, a shortage of the production material supply, a shortage of capital, the products are unmarketable, technology means is laggard.After referencing the successful experience of the Agricultural Social Service system of three representative countries——American, French, Japan. Combine with the actual situation of the national forest areas, the paper perfect the worker households’ demand-oriented social service system to promote the development of the under-forest economy in the national forest areas. Finally, from two points of view——service providers and service demander, the paper put forward some feasible proposals to build up the social service system about the development of the under-forest economy. I hope it can help the national forest areas construct a perfect social service system to promote the under-forest economic rapid development.
