So, if the under-forest Industry can become a pillar industry and support the economic development in the future? How to make the under-forest Industry become the future economic structure subject? Effectively solve the above problem has the important practical significance to promote forestry industrial structure optimization and forest region economic development.Based on this, this article is on the basis of absorbing domestic and foreign related research results, based on theory of pillar industry, firstly, this article research the connotation and characteristics of the pillar industries, as well as the difference with other industries, (such as leading industries, competitive industries, etc.), this laid a foundation for the further research; Then, this article summarizes the current development of Hei longjiang under-forest industry and economic features of it as a future pillar industry, and from development efficiency standards, from three criteria that is the demand income elastic, the productivity rising rate criterion, see the Hei longjiang forest bureau of statistics data (2008-2013) as the backing, to set the pillar industry evaluation model, analyzing the position of under-forest industry in the future of the industrial structure and can be of support for economic development; Finally, based on the previous theoretical and quantitative analysis, to combined with the actual situation of forest region, from the parts of expanding the products domestic demand, improving the degree of marketing and organization, developing the under-forest industry as the industry that is characteristics, technological industry, raising some suggestions on technological progress contribution rate to improve Hei longjiang under-forest industry healthy development, and propose the countermeasures.The innovation of this paper is to set the study of under-forest industry in the industrialization, put the development of the under-forest industry in the future, and not constrained by the foundation of the forests economy research.
