Testing Laboratories In The Establishment Of The Quality Management System And Its Operation

Since China entered the WTO, many foreign large-scale testing institutions have competed to station in the Chinese market. It arouses a greater competition in the testing market in China. This competition urges the domestic testing laboratory to establish and operate, according to the current international guidelines, the quality management system which is totally scientific and just, to strengthen its supervision, to pay more attention to its fundamental construction, and to improve its technical level and quality. All these will make sure that the testing laboratory will serve the society just, scientifically and accurately.This paper is designed to study and build a series of quality management system for testing laboratory according to "General requirements for the ability of testing and adjusting laboratory" (ISO/IEC 17025: 2005) , Based on the analysis of the elements which influence the operation of quality management system, this paper studies the measures of quality control operation. The main contents are as follows:Fistly,this paper elaborates the development of the international and domestic authorization and certification, introduce the international standards of "General requirements for the ability of testing and adjusting laboratory" ISO/IEC 17025: 2005 and the domestic standards of "assessment laws of laboratory's qualifications", point out the similarity and difference between international standards and domestic ones.Secondly,put the analysis focus on the key elements which influence the operation of quality control system; According to the principle and practise experience of quality control, put forward the solutions for the influential elements;Though the specific case of the establishment and operation of quality control system ,get some experience.Thirdly,during the analysis and research of the operation of quality management system, this paper evaluates all the elements of the system operation according to the self-evaluation method recommended by ISO9004-2000. With the evaluation results, we can make sure which elements operate well and need less resource investment and which is on the opposite.Finally,based on the analysis of the influential elements of the operation of quality management system and the self-evaluation results on the quality of system operation, this paper puts forward the measures for quality assurance.
