In recent years, with China’s economic and social development, people’s living level are improving. People have more leisure time. People’s consumption idea and living needs are constantly changing, so leisure tourism is becoming more and more popular. At the same time, due to the declining of water resources of inland lakes, and large area of fishery disease outbreaks, China’s traditional fishery economy encountered hitherto unknown difficulties. For this reason, the leisure fishery flourishing with its unique characteristics in our country. The leisure fishery is a theme of a fishery culture and the leisure concept, on fishery resources and tourism resources integration and development of leisure tourism products, a new industry as the combination of fishery and tourism. It not only provides a large number of employment opportunities for the fishermen, the fishery sustainable development. It enriches people’s leisure and entertainment demand, popular among the people.This paper is about the leisure fishery’s current situation and tendency and class the leisure fishery’s research documents, to sum up the definition, classification, basic characteristics of leisure fishery, to analyzes the situation of our country under the background of leisure fishery based on production and the development.The leisure fishery management pattern and the related theoretical basis. The analysis of the survey found that development of leisure fishery to increase fishermen’s income optimized the structure of fishery industry, enriched people’s leisure life, and promoted development of other industries and relieved the urbanization’s pressure. However, there are also have so many problems that industry level lags behind the development of the city, quality and safety aquatic products, pollution of the environment, management system is not perfect and so on,to be resolved.Therefore, the author puts forward corresponding countermeasures from two angles of development and government management respectively:one is from the perspective of leisure fishery management development, the author suggests that managers can do to promote healthy breeding, and gradually developed into a quality brand; to carry out the creative activities, expanding the market; pay attention to their own water optimization and1protect environment etc. The two is from the perspective of management, the author puts forward the relevant government departments should plan reasonably leisure fishery base; tissue related training; strengthen the support and the establishment of leisure fisheries association, strengthen internal industry technology exchange and the exchange of experience and so on.
