Research On The Coordinated Development Between Technological Talent Aggregation And High-tech Industry Gathering Of Shanxi Province

Science and technology talent and high-tech industries are keys foreconomic transformation of Shanxi province. High-tech industry leads thetransformation of Shanxi industrial restructuring supported by the Science andtechnology talent. The scale of the level of development of science andtechnology development talent and a provincial high-tech industry can bereflected by the level of technological talent aggregation level and high-techindustry gathering in the province. Technological Talent Aggregation size, levelof development, high-tech industrial cluster size, level of development, and theability to coordinate between the two played an important role for the period ofdevelopment in the economic transformation of Shanxi essential. Focus on thecontent of this article is mainly in the following aspects:(1) The research of background and stage of development for Shanxi’sTechnological Talent Aggregation and the high-tech industry gathering.Generalize and analysis the relevant developments of Technological TalentAggregation and high-tech industry gathering home and abroad from theperspective of theory. Put forward the research purposes、significance andtechnology roadmap of this paper.(2)Applying economic theory and human resource aggregation theoryanalyzes the meaning and definition of Technological Talent Aggregation andthe Effect of Technological Talent Aggregation; Analysis the definition ofhigh-tech industry gathering, features, content, effects guiding by the industryassociation theory; Focuses on the interaction mechanism between the twousing of systems theory, coordination theory.(3) Establish the high-tech talent gathered evaluation system and thehigh-tech industry gathered evaluation system. Use entropy method for objective evaluation system to empower and further analysis lateral currentsituation of Technological Talent Aggregation and high-tech industry gatheringby using of the TOPSIS(4)Construction of Technological Talent Aggregation and the high-techindustry gathering complex system that combines high-tech talent gatheredsubsystems. Construct the evaluation system of coordination for Shanxiprovince based on the evaluation system of high-tech industry gatheringsubsystem, and the actual system in Shanxi Province, evaluation system ofTechnological Talent Aggregation.(5)Evaluate the coordination of Shanxi Technological Talent Aggregationand complex high-tech industry gathering system under the guidance ofComposite index system and the system based on DEA model. Evaluate theTechnological Talent Aggregation subsystems, high-tech industry gatheringsubsystem and coordination degree between the two systems. Make suggestionsfor the coordination based on the evaluation results.In this paper, after analysis of Shanxi Technological Talent Aggregationgather research on high-tech industries using a variety of methods, get thefollowing conclusions: First, by contrast, Technological Talent Aggregation ofShanxi is relatively backward both in size, quality or in terms of potential;second, the level of the high-tech industry gathered in Shanxi is poor; third, it isbasic coordination between Shanxi Technological Talent Aggregationsubsystem and high-tech industry gathering subsystem.Innovative work is reflected on the following aspects: first, theapplication of Coordination theory, system theory in the process of analysis thecoordination degree between Technological Talent Aggregation subsystem andhigh-tech industry gathering subsystems; second, make a reference for futureresearch by constructing the evaluation system of coordination degree; third, theapplication of DEA and fuzzy membership function in the analyze area of the research of coordination degree between Technological Talent Aggregationsubsystem and high-tech industry gathering subsystem.
