Study On The Risk Evaluation And Controlling Of The Third-party Payment In The Internet Finance Of China

With the development of internet technology, the spirits of Open, Equality,Cooperation, Share of Internet has been reflected in the traditional financial business.Thus, a new mode of business appears, that is, Internet Finance. The third-partypayment, however, as the important part of internet finance, plays a more and moreimportant role in fields of market transaction and finance service, etc. Especially, inrecent years, the issues of payment license make the third-party payment enjoy a furtherdevelopment. However, behind the development, due to the imperfect related policies,together with the unstable factors of internet environment, many risks exist in theoperation of the third-party payment. Thus, how to analyze and evaluate the risks andtake steps to control the risks are of great importance. According to the principles of r iskmanagement, first, the existing risks must be found; then, analyzing and evaluating areapplied to find the effective risk controlling policies to make the third-party paymentdevelop sustain-ably.The former researches mostly focus on the internet finance or the third-partypayment. Although some of them carry on the detail research on the risks of thethird-party payment, most of them concentrate on the personal risks, such as imperfectlaws, subject quality and precipitation funds, and a few of them study on the all kinds ofrisks of the third-party payment in the application of internet finance and the overall riskevaluation system. And some risk control policies mainly embody in the macro laws.Therefore, the risks of the third-party payment are still not solved effectively.This thesis aims to classify and summarize the existing risk factors throughsurveying the related literature and the actual situations of the third-party payment ininternet finance, analyzing the possible risks in the operatio n of the third-party payment.During the research, the qualitative method and quantitative method are adopted.Besides, the Fuzzy Comprehensive Evaluation, based on analytic hierarchy process, isadopted to analyze the overall risks of the third-party payment and construct anintegrated and effective risk evaluation system. Finding out the recent key points of therisk controlling through the analyzing of the risk of the third-party payment contributesto perfecting the third-party payment and developing the internet finance.According this thesis, the application of third-party payment posses a bright futureand play a great role in modern life as well as the development of internet finance. But the risks of the third-party payment in laws and policies, finance, market, credit,technology and operation are not isolated but inter-weaved. This thesis adopted the riskevaluation system, based on Analytic Hierarchy Process and Fuzzy ComprehensiveEvaluation, to analyze the risks of the third-party payment and find it belong to themedium degree. This result mostly accords with objective reality and at the same time italso demonstrates that the safety of the third-party payment need to be further improved.Of them, more attention should be payed in the control o f finance risk. However, therisk controlling of technology, credit, market and policies can not be relived. Therefore,this thesis, based on the above analysis and evaluation of risks of the third-partypayment, combined the recent situations at home with many other considerations, putforward the key points of the risk controlling of the third-party payment. This willprovide some guide and suggestion for their normative and healthy development, whichis a kind of richness and innovation theoretically and practically.
