Research On Policy Optimization Of Financial Support For Regional Scientific And Technological Synergy Innovation

In recent years, with the continuous development of social economy, synergy innovation play an increasingly important role in society. The speed of technological innovation has become quicker and quicker, as it is, the relationship among the government, universities, research institutes, regional industry, science and technology has become more and more close, and the financial support policy is one of the main power of regional scientific and technological synergy innovation. Financial support policy is an important topic which to promote the development of science and technology’s regional synergy innovation more comprehensive, coordinated and sustainable. In order to realize the good development of social economy in our country, we should establish some appropriate financial policies and regional synergy innovation of science and technology that meet the needs of modern financial policy model, also these policies can help China become one of the most powerful country in the field of technological innovation. Therefore, to explore the new situation and regional synergy innovation of science and technology that meet the needs of the financial support policy, for China’s overall economic development and social economic stability has a specific meaning.Based on the status quo of financial support for regional policy scientific and technological synergy innovation of Hunan province as an example. First, the thesis makes an introduction of the subject’s research background, significance and literature review abroad and at home, states the research method and the train of thought, and then it puts forward the major innovations of the subject. Second, the thesis explains the theory of financial support policy for regional scientific and technological synergy innovation, demonstrating the necessity of perfecting the financial supporting policy in synergy innovation of regional science and technology in Hunan province. Third, it discusses the present supply status, existing problems and reason analysis of the financial supporting policy in synergy innovation of regional science and technology in Hunan province. And then, by researching and comparing the relevant policy abroad and at home, the thesis provides experience for Hunan and our country’s financial supporting policy in synergy innovation of regional science and technology. At last, on the basis of learning from the experience of synergy innovation of regional science and technology abroad and at home, combining with the development characteristics of Hunan province in synergy innovation of regional science and technology, the thesis provides some suggestions in the aspect of optimal path of financial supporting policy.In this paper, the main research methods are theory analysis method, literature research method and the field survey method. This thesis is to combine the relevant knowledge of public management with the financial supporting policy in collaborative innovation of regional science and technology to analyze and such research at home is less, which to some degree shows an interesting new approach. And from the viewpoint of collaborative innovation, the thesis analyzes the management framework that how the financial policy supports the collaborative innovation of regional science and technology, combining with the specific financial policy Hunan province has promulgated. Therefore, the research results of financial support policy for regional scientific and technological synergy innovation have practical significance and value.
