Research On The Synergy Of Regional Innovation System In Three Provinces And One City In Yangtze River Delta-from The Perspective Of Technology Innovation Chain

Regional innovation system and its innovation ability construction have always been important factors which influence regional and national economic and social development.The research of academic circles in China and abroad mainly focused on the structure,capability,performance,technology-economic system,technology-financial system of regional innovation system,there was less research on the synergy of regional innovation system based on innovation chains.In view of this,this paper based on regional innovation theory,synergy theory,public policy theory and social network theory to study the synergy of policy and technology of regional innovation system in three provinces and one city in Yangtze River Delta region from the perspective of technology innovation chain.Firstly,this paper hackled and summarized the present research status at home and abroad.Then,it summarized the development models and characteristics of typical regional innovation systems at home and abroad,and drew enlightenments from two aspects of innovation policy and technological innovation synergy.Secondly,it hackled innovation policies of Yangtze River Delta region and devided the innovation policy of the Yangtze River Delta region into six categories:comprehensive planning,independent innovation,talent team building and technology introduction,scientific and technological achievements transformation,intellectual property protection,financial support and foreign investment introduction form the perspective of technological innovation chain.Analyzed the core departments of innovation policy in the three provinces and one city of the Yangtze River Delta,and studied the cooperation situation of the policy-making departments,extracted and analyzed the high-frequency keywords of the innovation policy texts,drew the social network relationship diagram of the high-frequency keywords in policies,measured and analyzed their centrality to study the synergy of its policy content.Thirdly,this paper divided the regional innovation system into three parts:R&D investment subsystem,technology transfer subsystem and technology application subsystem from the technology innovation chain.What's more,it constructed a quality evaluation system about the technology synergy degree of the regional innovation system and used the model of synergy degree of complex system to empirically analyze the evolution and development of the technology synergy degree in the Yangtze River Delta region based on the panel data.Finally,based on the above research,the paper proposed targeted regional innovation and development countermeasures for the three provinces and one city in the Yangtze River Delta.The contributions of this research mainly include the following three points:first,research on the synergy degree of regional innovation system coordination is the intersection of regional economics and synergy.This paper established the analytical architecture included policy dimension and empirical dimension of the regional innovation system of the three provinces and one city in the Yangtze River Delta from the perspective of innovation chain,expanded the research paradigm of regional innovation.Secondly,this paper devided the regional innovation system into three parts:R&D investment subsystem,technology transfer subsystem and technology application subsystem from the technology innovation chain,and completed the evaluation index of regional innovation system technology synergy.Thirdly,it is conducive to the improvement of the regional innovation system in the three provinces and one city in the Yangtze River Delta region,and has great significance to the follow-up innovation policies of the government departments of the three provinces and one city in the Yangtze River Delta.
