Nowadays, world economy develop with regional character more and more, region has been becoming into an important base of economy coordinating. As the development of national economy, contemporary regional economy no longer relay on mainly elements and resources, but science and technology innovation. Especially local innovation has been become an inner motive power of regional development. The forming of core competitive ability of industry and enterprises in region are the result of innovation accumulating long time. The regional innovation ability has been become a decisive factor of regional economy obtaining international competition strengths, it has been turned into too an important sign of competition strengths of regional economy participators. Studying on innovation system on regional level is an inevitable demand of economy development in this time.In the process of science and technology innovation in regional innovation system, because of variety of innovation entity, inseparability and indeterminacy of innovation process, and unselfishness of innovation gains, under the incomplete competition market condition, market mechanism does not can completely ration optimistically resources out among social members. It points out that it exists two operating systems in regional innovation system under the operational principal of nonlinear and fluctuations, namely it includes the flow of knowledge, information and resources in microcosmic level and industrial agglomeration--industry clustering--innovation clustering in macroscopic level. Then it points out a science and technology policy system on the base of evolution paradigm according to innovation entity, innovation interface and innovation milieu. It emphasizes that in the policy process government study, innovation policy selection and two mechanisms in regional innovation system should evolve coordinately. In the end the paper investigate into originally the science technology policy in Shenzhen high-tech industry park from the view of systematic theory.
