Small and micro enterprises refer that employees with less than 10 micro-enterprisesare and between 10-100 people small private. As an important part of the national economy, small and micro enterprises play an irreplaceable role in promoting scientific and technological innovation, increase jobs, maintain social stability and promote economic growth. However, the small and micro enterprises is not perfect in the enterprise scale, capital, technology and management regime, its resources available limited, management concepts obsolete, these factors make it difficult for small businesses to compete with large enterprises in talent attraction and human resource management level, human resources has become one of the major bottleneck restricting the small and micro enterprise development and transformation. How to attract the best people, configuration and training to optimize the maximum extent stimulate the staff’s potential become to the problems for small and micro business owners.The paper analyzed the characteristics of small and micro enterprises and the plight of human resources, comprehensive literature, theory with practice and other research methods, from the perspective of the management team, builded a small micro-enterprise human resource management system. In order to illustrate the constitution of the management system, the author took the CT company as abject of study, summarized the company’s human resource management problems, including that lack of human resource planning, not satisfactory of recruitment, not perfect of training system, performance Management unscientific and lack of an effective incentives mechanism; constructed the CT company’s human resources management system based on management team. The system consists of three components: human resource acquisition and preparation links included good human resources planning, conduct job analysis and evaluation and improve the quality of staff recruitment; assessment and training links included strengthen performance management, enhance the systemic of staff training; incentive links included the implementation of a multi-channel pay segmentation strategy and initiatives to improve the mental stimulation. Finally, the article talked about the safeguards of human resource management system operation.This paper discusses the small and micro enterprise human resource’s acquisition, training, motivation and other issues from the perspective of the management team, the research results not only can enrich the theoretical study of small and micro enterprise system, help CT company iprove human resource management norms andctiveness, but also provide references to other small and micro enterprise human resource management optimization work.
