As China's reform and opening up further deepen,Foreign trade enterprises in the national economy is playing an increasingly important role.In recent years,With the liberalization of foreign trade operation rights,the small and medium-sized foreign trade enterprises grow rapidly, its export volume of Shandong Province has become a new export growth points.The rapid development of the Small and medium-sized foreign trade enterprises are in the urgent need for substantial foreign trade professionals,however,because of various reasons of their own,most small and medium-sized foreign trade enterprises can not retain the talents,the loss of human resources of the enterprises is very serious. Therefore,lack or loss of talents is the key obstacles of what the small and medium-sized foreign trade enterprises are becoming bigger and stronger.Against this background environment,in this paper,there is a detailed analysis of human resources management and development of the history in the foreign trade enterprises,through the human resources survey in more than 10 local small and medium-sized foreign trade enterprises,the author stated the status of the human resources in the small and medium-sized foreign trade enterprises on the current,and identify the current existence of the problem in small and medium-sized foreign trade enterprises——the loss of human resources,this universal problem.The author analyses deeply the reasons for the loss of human resources of the small and medium-sized foreign trade enterprises from enterprises,individuals,as well as domestic and international environment,and then present a solution to the problem of countermeasures——to establish a innovative mechanisms of human resources in Traffic Import and Export Company of Weifang.The author establishes a innovative mechanisms of human resources in small and medium-sized foreign trade enterprises From the following six areas:1.Human resources planning innovation;2.Making staff resources;3.Strengthening the training of staff;4.The establishment of an effective performance management;5.Improving the incentive system;6.The establishment of appropriate corporate culture in small and medium-sized foreign trade enterprises.The author has designed a training programme of the viability for the small and medium-sized foreign trade enterprises,and the incentive pay system,which are the innovation of this paper.In the study of the human resources management in the small and medium-sized foreign trade enterprises,Both in theory to study the analysis,according to local small and medium-sized foreign trade enterprises to the actual situation in a specific case analysis,and the use of contrast and compare methods on the management of human resources development stage of history,analysis of the various periods of the management model,and small and medium-sized foreign trade enterprises in Weifang City employees age,qualifications and pay a comparative analysis to identify existing problems.In order to address the small and medium-sized foreign trade enterprises in human resources management issues,small and medium-sized foreign trade enterprises should change the traditional,brutal personnel management ideas and methods,establish a set of sound science, market-driven human resource management model.Only by so doing,can small and medium-sized foreign trade enterprises become a place of retaining talents and attracting talents,making good use of the talents and will be in smooth implementation of its long-term strategy,and will continue the development and expansion.
