With the world economic recovery, China’s economy has gradually recovered, but the company’s growth rate is lower than the same period in previous years, the recruitment of enterprises in developed coastal areas also suffered a bottleneck. Due to various factors, a part of the corporate in the coastal existences of the labor shortage, these problems affect both the normal labor personnel economically underdeveloped areas of labor employment and living standards of workers, but also affect the development of the company’s further expansion.Small and micro-sized enterprises (SMSEs) in Wenzhou, which used to be creators of the economic miracle, are now faced with unprecedented challenges of recruitment, management and retention of staff. This Article analyses the ’bottlenecks’ leading to the current situation of SMSEs in Wenzhou, including the social and economic systems, the end of the low-labor-cost era, enterprises’ pursuit of profit maximisation, disparity between recruitment and job seekers’ expectation etc. These issues have caused formidable barriers to further development of SMSEs, especially the management of staff, forcing these enterprises to reform. In this Article, the interplay between employers and employees, as well as their needs and conflicts, are studied in detail by means of in-depth analysis of the distribution of workforce. At last, policy suggestions are proposed for the possible resolution of the management issues of SMSEs, with the duality of government-enterprise model being taken into account.
