Analysis On The Guarantee Measure For Implementation Of Land Use Planning In Yuci County

A study on guarantee measures of the land use planning implementation is an important component part of the land use planning, is an important means of security planning and implementation, and is an object need to transform and improve planning management.This paper analyzed the guarantee measures of the land use planning implementation in Yuci County by using the method which the theory and the real diagnosis unify. In the theoretical research, the paper has introduced research on guarantee measures of the land use planning implementation domestic and international, explained the basic theory of the research, which comprises humanism principle, theory of institutional economics, theory of management efficiency, theory of dynamic management, theory of systems management and theory of public administration. In the positive research, Taking Yuci as an example, the paper analyzed the status quo of the land use and the land use planning goals, explored the basic principles, goals, basic ideas, basic framework of establishing the implementation guarantee measures, and constructed guarantee measures system for implementation of the land use planning.Through the research discussion, the paper draws the following conclusions:(1) It is a long-term strategic task to study on the guarantee measures for implementation of land use planning. Construction guarantee measures system must on the base of the national existing laws and regulation, policy system, and must comply with the actual situation of the regional social and economic development, the land resource conditions. And the guarantee measures system must be scientific, rational, and actionable.(2) According to the goals of land use planning on Yuci, the paper thought that the guarantee measures system involved law, administrative, economic, technological and social measures. At the same time, it thought that various means should be comprehensive use in the goals management of land use planning, promoted realization of the goal of land use planning.
