Food is a special product and food safety has always been the hot issue in this society. Along with the development of social economy, issues of food safety emerge endlessly which severely and adversely affect people’s health and supervision image of government. The previous food safety supervision system featuring “subsection management and multiple-aspect management” has obviously failed to satisfy the demand of supervision development. The viewpoint that the current food safety supervision system should be reformed and improved is generally accepted by the state and governments at all levels. In 2009, reform of “super ministry system” was enforced in Shenzhen. Shenzhen market supervision authority was founded whose responsibilities included supervising food safety, defeating barriers of food safety supervision and management in the links of production, circulation and catering, establishing a chain of supervision responsibility which could be traceable while without limitation and loopholes. A unique food safety supervision system is established in the whole country and it can be a reference for our state to deepen super ministry system reform and construct a new food safety supervision system.Initially, this paper will collect related researches on current food safety supervision system and then depict the historical process of national food safety supervision system and food safety supervision system of Shenzhen in the 1980 s respectively. Secondly, it will introduce the food safety supervision system of Shenzhen after implementing super ministry system reform in detail from the aspects of institution setting, division of function, size of personnel force, resource inspection and data supervision. Thirdly, it will analyze the issues of food safety supervision system before reform such as lack of united enforcement force, various supervision loopholes, mutual restriction among departments and obvious marginal tendency according to practical cases. Fourthly, advantages of food safety supervision system are concluded through efficiency analysis and system analysis which include large ranges of market, department, supervision and service under such a new supervision system. Moreover, it will objectively propose some issues including lag-behind laws and regulations, lack of united enforcement system, unclear responsibility boundary, low quality of personnel, competition of superior departments and supervision advantages fail to be displayed entirely. Finally, it will put forward some suggestions so as to perfect the food safety supervision system of Shenzhen by referring to supervision modes of food safety in foreign advanced countries such as Denmark, UK and Canada. These suggestions include deepening legal construction, confirming boundary of supervision responsibility, strengthening the supervision of resources, enhancing the quality of personnel and promoting informationized supervision method.
