Study On The Impact Of Food Safety Supervision At Grass-roots Level After The Reform Of Large-ministry System

With the improvement of living standards,people put forward higher requirements for food safety.However,frequent food safety incidents have exposed many shortcomings of food safety supervision in China..The reform of food safety supervision system has become a major reform problem to be solved urgently by the government.In 2013,China launched a major reform of food safety supervision system,aiming at solving the problems of unclear powers and responsibilities and inefficient supervision caused by multi sector and sectional supervision of food safety by integrating supervision resources and establishing food and drug supervision departments.However,due to the establishment of local institutions and financial constraints,the reform process of food safety supervision system is slow and the direction of reform is not clear.Until the establishment of the State Administration of Market Supervision and Administration in 2018,the reform of food safety supervision system has been completedThe market Bureau model unifies the power and responsibility of food safety supervision,integrates the superior resources,makes food safety supervision go deep into the grass-roots level,and expands the coverage of supervision.However,The lengthy and inconsistent reform of food safety supervision system has brought problems such as supporting laws,supervision mechanism,personnel quality and so on to grassroots food safety supervision,grassroots food safety practical supervision ability is difficult to meet the regulatory requirements of society.By studying the literature on food safety supervision at home and abroad,and combining with my work practice in P County Market Supervision Bureau,this paper analyzed the internal causes of food safety supervision problems at the grass-roots level,and put forward countermeasures from the aspects of law,working mechanism,team building and public participation,It provides a reference for the reform of food safety supervision in China.
