In this research, the competency in human resources management approach is carried out by building competency model for E-Commerce Promotion Specialist(EPS), and verifying the validity of the model, which aim to provide theoretical and scientific reference for e-commerce business in recruitment, job coaching, performance management,remuneration project, and career planning in the e-commerce business direction, etc., and background certain theoretical basics of self-cultivation for those who devote themselves in this profession.On the basis of a comprehensive analysis of the literature, the study is conducted, first, by applying approaches of Job Analysis and BEI(Behavioral Event Interview) to complete the construction of initial competency model for E-Commerce Promotion Manager; second, building initial competency model for EPS according to the tentative study outcome; and then, the forecasting questionnaire, named Self-assessment on Competency of E-Commerce Promotion Specialist Questionnaire, composed in the light of the initial model.At last, the data collected from the forecasting questionnaire, which qualify the characteristics of EPS after the exploratory factor analysis, form the competency model of EPS, following the official questionnaire, which is also used to testify the model.The conclusions as follows:1. The Competency Model of EPS is multi-dimensional, consisting of six aspects: creative thinking, success ambition, responsibility, information collection competence, teamwork, planning, and social skills.2. The result of the Self-assessment on Competency of E-Commerce Promotion Specialist Questionnaireis quite reliably and validly, which has met the psychometric basic requirements, after conducting exploratory factor analysis, confirmatory factor analysis and the test of reliability and validity on it.3. In practice, the adoption of the performance appraisal methods with the combination of OKR(Objectives and Key Results) validatesthat the competency model of EPS does improve the effectiveness of recruitment.
