| Under-forest economy refers to the woodland and forest resources, ecological environment as the basis, taking full advantage of unique under-forest environment and forest ecological space, choosing species of plants, animals and microorganism, which are suitable for planting and breeding of under-forest & forest ecology environment, building a harmonious and stable and sustainable agroforestry systems, or developing other activities, with scientific and rational management, to obtain economic benefits as the main purpose of new economic model of forestry of development of forestry production.It is an intensive management, ecological and sustainable economic development model, and it has the characteristics of relying of woodland resource, market orientation, production specialization, business diversification, being both labor-intensive and technology-intensive industries etc, it also has another economic characteristics of complex industry structure, vertical circulation, strong economic externalities etc.Under-forest economy is divided into 4 model of under-forest planting industry, under-forest breeding industry, under-forest products gathering and processing industry and forestry landscape utilization(forestry tourism & leisure industry) etc.After analyzing each relevant industry of under-forest economy of Quanzhou, in the view of economy benefits, the best way is developing under-forest planting industry, it can effectively save forest resources and improve forest utilization rate, second is under-forest breeding industry, forestry landscape utilization and under-forest products gathering & processing industry, in the view of society benefits of solving employment, bringing income of the forest worker, the best way is developing under-forest planting, second is under-forest breeding industry, under-forest products gathering & processing industry and forestry landscape utilization.In its space layout, it combined with Quanzhou natural geographic condition, dividing Quanzhou under-forest economic development into northwest mountainous area, midwest hilly area, east hilly area and southeast city area 4 regions. Wherein, Quanzhou northwestern mountainous area has a lot of mountains, forest, organism, it is the area of highest forest coverage rate and highest forest stock volume, and its proportion of output value of under-forest economy is the largest, it is high-priority areas of under-forest economy in Quanzhou, too; Quanzhou western hilly region is the largest forest area in Quanzhou, its under-forest economy output value proportion is biggish, it is the key production area of Quanzhou under-forest economy, besides, it is much potential; Quanzhou eastern hilly region has certain amount of forest resources, and it also has certain amount of under-forest economic output value, mainly in under-forest products gathering & processing industry; Quanzhou southeast city area is the most developed region of Quanzhou economy & society, while it’s forest resource is relatively poor, and its forestry landscape utilization is the key under-forest economic output value.In the industrial structure, using shift-share analytical method(SSM) to analyzed Quanzhou each county’s(city, district) under-forest planting industry, under-forest breeding industry, under-forest products gathering processing industryand forestry tourism & leisure industry etc, and its result showed that:(1) In the aspect of industrial development prospect, all relevant industry’s development prospects of each county’s(city, district) under-forest are better;(2) In the aspect of the basis of the industrial structure, both under-forest planting industry and under-forest breeding industry of each county(city, district) are better, while both under-forest breeding industry and under-forest products gathering processing industry are more weak & worse;(3) In the aspect of regional competition, under-forest planting industry of northwest mountainous area is weak & worse, but the breeding industry has its own advantages; both under-forest breeding industry and forestry tourism & leisure industry of east hilly area are competitive; regional competition of relevant industry of other each county(city, district) has their own advantages and disadvantages;(4) In the aspect of advantages of comprehensive development, each relevant industry of midwest and north mountainous area is more advantageous, especially the advantages of comprehensive development in Dehua county is obvious, but its regional competition is worst.From the city’s point of view, we should regard Nan’an city, Dehua county and Anxi county as important regions of under-forest planting industry’s development, strongly advocate Dehua, Yongchun, Anxi counties and Nan’an city to develop under-forest breeding industry, and regard Dehua county and Nan’an city as important regions of under-forest products gathering & processing industry, focus on the development of under-forest tourism & leisure service industry on Dehua, Yongchun and Anxi counties, also can advocate the development of Fengze, Luojiang districts and Nan’an city.From the perspective of each county, Dehua county is suitable for the development of relevant industries of under-forest economy, Yongchun county is suitable for under-forest breeding industry, forestry tourism & leisure service industry and under-forest products gathering & processing industry, Anxi county is suitable for under-forest breeding industry, forestry tourism & leisure service industry and under-forest planting industry, while Nan’an city is suitable for under-forest planting industry, under-forest products gathering & processing industry. And Licheng district is not suitable for developing under-forest industries, Fengze district is suitable for forestry tourism & leisure service industry, Luojiang district is suitable for under-forest planting industry and forestry tourism & leisure service industry, Quangang district is suitable for developing under-forest planting industry, too, Hui’an county is suitable for developing under-forest products gathering & processing industry, as well as Licheng district, Jinjiang & Shishi cities are not suitable for developing under-forest industries.This paper pointed out the existing problems of Quanzhou under-forest economic development are respectively small scale industry, lack of scientific support, inadequate funding and low management level etc. According to research results, this paper put forward that(1) Base on both scientific planning and local conditions to develop under-forest economy;(2) Strengthen demonstration, focused on creating under-forest economy brand;(3) Strengthen scientific and technological support, promote upgrading of under-forest economy industry;(4) Strengthening policy support, and promote the rapid development of under-forest economy;(5) Improve forest ownership reform, activate the proposal and countermeasures of under-forest economic production factors etc.This research can provide reference for making under-forest economic development plan and introduction relevant policies of under-forest economy of Quanzhou and its each county(city, district). |
