With global warming, the Arctic sea ice is rapidly melting, inspiring the mankind’s desire of conque the Arctic Passage. In the summer of 2009, Germany Brugg shipping company’s two cargo ships completed all of the voyage through the northeast passage, without Russian icebreaker. The Arctic Passage can be divided into the Northeast Passage, the Northwest Passage and the North Pole Passage according diffident route. With speeded-up of melting, the possibility of arctic routes’dredging is becoming bigger and bigger. The Northeast Shipping Route has the best prospects on navigation. Because of the closer distance between Asia and Europe, The Northeast Shipping Route has great economic potential. So many countries focus on transportation benefit of the Northeast Shipping Route.The research framework of this paper is based on propose the problem, problem analysis, problem solving step by step progression outlined. Firstly, this study begins by describing the background and significance, briefly introduction to the content of this study, the framework and research ideas. Secondly, Based on the existing achievement, the essay analyzed navigation situation and management policy of the Northeast Shipping Route. Thirdly, the research designs two passages which navigate through Northeast Shipping Route, and analyzes the composition of the shipping cost. Then the research constructs a multi-class factor system, and analyzes the range of the shipping cost based on the system. Lastly, the research implements Monte Carlo Simulation for shipping total cost. The simulation shows that:①It’s much of probability of [41000 thousand RMB,42000 thousand RMB]interval for route A, and [40000 thousand RMB,41000 thousand RMB]interval for route B;②the main factors are speed and fuel price, and the results will be different if they change in the future.
