Energy is one of the important material base our existence and development of human society, the sustainable development of society and economy are inseparable from the safe, clean and economic energy. The world’s energy production and consumption continues to increase, a large number of development and fossil energy use in strained resources, environmental pollution, climate change and other problems, human survival and development face serious challenges. In recent years, China’s rare haze pollution parts occur frequently, it is large range, high strength, long time, to the people’s production and living of the masses, have serious impact on the physical and mental health, huge economic loss and social cost increases, caused widespread concern. More for a wide range of smog pollution, objectively to a certain extent is affected by adverse weather conditions in winter, the main reason is due to the rapid growth of China’s total energy consumption, energy consumption structure is given priority with coal, eastern thermal power scale expands unceasingly, city family number significantly increase caused by factors such as vehicles, essentially mainly unreasonable energy development mode in our country, long-term accumulation of deep-seated structural contradiction. Therefore, we urgently need to explore a new way in energy use,to reduce pollution emissions, achieve sustainable development. At present, the development of clean energy is China’s response to climate change, the first choice to solve the problem of energy and environmental protection, is the current our country governance haze such as environmental pollution, the only way for social and economic sustainable development. In recent years, the fog haze strengthened our country government’s determination to develop green energy. As is known to all, solar energy is the inexhaustible and inexhaustible new energy. In recent years, by the national policy and the relevant government departments vigorously support, the solar energy photovoltaic power generation has developed rapidly, and solar photovoltaic power generation also has a rapid development in Shaanxi Province.Shaanxi has the abundant solar energy resources, and it is one of the high energy region of solar radiation. Especially like the guanzhong region of shaanxi, high altitude, average sunshine time is long, solar radiation intensity is high, and has the characteristics of less scattered radiation, more direct radiation, for the development and utilization of solar energy in particular.By the end of June 2013, Shaanxi grid-connected photovoltaic capacity of 60000 kilowatts, up 200% from a year earlier. Photovoltaic power station mainly concentrated in the northern Shaanxi Yulin and Yanan region.This paper researches the pv projects on the basis of Shaanxi power grid in 2015.It dedicats to research not only about the pv projects that will be built but also the pv projects that will be put into operation would be built. Based data and wind power output of the Shaanxi photovoltaic complementary characteristics was analyzed, using the method of financial evaluation to individual photovoltaic power generation project economic evaluation of the project; By studying all the access of shaanxi power grid photovoltaic power generation project in 2015, was studied by means of environmental benefits,carbon dioxide, sulfur dioxide and fuel dust and so on energy conservation and emissions reduction effect; Against a feed-in tariff policy’s influence on the photovoltaic power station development prospects are analyzed; Finally, combining with the results of analysis, points out the current shaanxi province and the existing problems in the photovoltaic power generation in northwest China, and connecting with the actual, put forward opinions and Suggestions.
