Research On Strategic Investment Decision Of Wind Power Projects Based On Portfolio Management

Projects investment behavior is very important for the survival and development of enterprises. When faced with the choices and decisions of invested projects, it is only scientific procedures and methods followed by enterprises, and the examination and trade-off of all aspects involved in decision-making process systematically from the overall perspective, that can make sure of the investment success and achieve sustainable enterprises development. Previous studies focused on using technological models and evaluation system to identify risk and determining the feasibility of investment. However, with the growing investment complexity, it has a certain necessity to make research from strategy perspective.This paper proposed decision theory based on strategic alignment, from the perspective of systematic portfolio management. On this basis, analyzed strategic investment targets from competition, capital operation, economic benefits and business development, and made in-depth analysis for internal and external environment in terms of policy, economy, society and technology. By building a SWOT analysis matrix, effectively located business strategy. Designed a phased and closed decisions framework based on portfolio management, with the inspiration of strategic alignment and combination trade-offs. Made in-depth analysis for decision-making process, from contribution differences of stakeholders, and goals difference of stages. Then determined the horizontal and vertical decision-making sequences and paths, by constructing a decision allocation matrix, to regulate and control relevant factors. Finally, constructed strategic decision-making model by multi-objective fuzzy evaluation methods, and then verified its feasibility through case analysis.This paper designed a strategic decision-making mechanism by introducing strategic alignment and portfolio management, and constructed corresponding decision model. It can better guide the investment decision-making for wind power projects, and has some scientific value and applicability.
