Research On Enetgy Management Contracting Project Risk Mgnagement System Of ZX Company

To improve energy efficiency and to develop Low - Carbon Economy, our country introduced Energy Management Contracting (EMC) mechanism in the 1990s. Energy service companies are important participants in EMC mechanism. They not only from this kind of special commercial service pattern to derive huge energy conservation benefit, but also higher risk. With the rapid increase of the number of enterprise, the problem of energy service companies how to control the EMC project risk is becoming more and more attention. Therefore, based on ZX Company as the research object, this article discusses the EMC project risk management issues from the perspective of an energy service company.Based on the deep study of the relevant knowledge about EMC and risk management, first of all, this article introduces the basic situation of ZX Company. It describes the business operations of EMC project and the present situation of project risk management in ZX Energy Service Company, and point out the necessity of ZX Company to construct risk management system for EMC project management. Then, the article designs a program of the risk management system for ZX Company, including the design of organizational structure, management system, and operation of safeguard measures. In the design of organizational structure, it fully considers the scale of ZX Company, and suggests an embedded risk management organization which has three levels. In the design of management system, it put forward a hierarchical system having three levels, including the "risk control measures" as the leading file, business process standard which standardizes the specific work process and divides responsibilities, work instructions which guide the specific work. In the design of operation of safeguard measures, it points out that the company should optimize the working environment, introduce professionals, establish information system, and strengthen the relevant performance appraisal. At the same time, the article builts a project risk evaluation model which is simple, scientific and objective for ZX Company, applying the risk matrix and Borda method.Based on ZX Company as the background, the article makes a theoretical and empirical analysis about that energy service company how to build the system of risk management and control of EMC projects. On the one hand, the analysis can help ZX company in order to carry out the risk management and reduce business risk. On the other hand, it can promote energy service companies in china to pay attention to risk management, and carry out the construction of risk management system.
