Research On Risk Prevention Of Karamay Government To Attract Investment

Investment promotion is an important tool to promote regional economic development and is the main mode for backwardness area to impose economic catch-up strategy.The investment promotion of Karamay City started later,after 10 years of development,already has quite a scale,is to transform the qualitative direction.With the deepening of the socialist market economic system reform,Karamay is faced with the traditional industrial transformation and upgrading of the opportunities and challenges,investment promotion has become the necessary way to achieve industrial upgrading.Along with the investment promotion and capital introduction project number of growing,various risks followed.Therefore,the comprehensive,systematic analysis on the investment risk,risk prevention measures are put forward,is the need to solve the key problems.This article is based on "analysis of the situatio-risk identification-cause analysis-comprehensive evaluation-build mechanism" researches on the basic train of thought.First,the background and significance of the research,research methods and technical route used are described,and related researches carried out combing and logical deduction.Secondly,the use of discussion,questionnaire method practical work Karamay investment risk prevention on the basis of full investigation,using a flow chart analysis,expert analysis and field survey methods,Karamay City investment risks were identified and causes.Again,using the method of expert scoring screening of investment risk evaluation indicators,using AHP and fuzzy mathematics theory was carried out on the city’s investment risk fuzzy comprehensive evaluation.Finally, the investment promotion of karamay beforehand,matter and afterwards the three stages of risk prevention mechanism is constructed respectively.Based on the above study found:Karamay City investment risk probability at the middle level,mainly in the proposed project,docking,approval,construction and after completion,including pre risky.In order to reduce the risks of Karamay City investment encountered,in the early mechanism should strengthen the investment environment,revise and improve the introduction of the project management system;in the medium term shall establish project tracking and accountability mechanism,improve the project supervision and coordination mechanism;in the later should have run the project’s evaluation mechanism and the introduction of the exit mechanism.
