Since new China was founded, its economic development is rapid. From1978to2011, the GDP in China has been kept at an average rate of growth, in the period of“the Eleventh Five-Year Plan”, the average annual growth of GDP in China was11.2%, it was the fastest time since the reform and opening up, and the economicgrowth of China has become a leading position in the world. In2011, According tothe “2012World Economic Situation and Prospects report released by the UnitedNations”, China’s GDP growth rate was9.2%, Xinjiang’s GDP growth rate is12%,higher than the national average of2.8percentage points. However, along withXinjiang’s rapid economic growth is the situation of strong resource consumption,low energy efficiency and high carbon emissions, this phenomenon is particularlyevident in the development of secondary industry, the strong greenhouse gasemissions not only affect the stability of the atmospheric temperature, but also lead toenvironmental pollution and ecological deterioration, and affect the survival ofnormal human. If the problem can not be effectively noted, the sustainabledevelopment of Xinjiang’s economy will pose a direct threat. Therefore, in “theTwelfth Five-Year Plan” vigorously advocated walking new industrialization road asthe background, developing the circular economy, reducing carbon emissions,especially industrial carbon emissions has become the main task, and also become animportant issue to promote the coordinated development of Xinjiang’s economic andecological environment.Karamay city, the important resource-based industrial city in Xinjiang, itspetroleum resource-dependent industries as the basis, plays an irreplaceable role inXinjiang’s overall economic development and progress. For this reason, the massexploitation of the resources such as oil in Karamay industrial development, making itignore the coordinated development between economic growth and ecologicalenvironment, resulting the mass consumption of carbon-based energy, thus the energysaving potential is relatively high and the high carbon emissions status in Karamaycity is more obvious. In order to better play the leading role in the economy on the other cities and the whole Xinjiang, Karamay should play an exemplary role in energyconservation, especially in industrial sector, then radiation to other areas.In this paper, on the basis of existing researches, through econometric model, todetermine which stage of industrialization Karamay is by using Chenery standardformal theory firstly, through the industrial carbon emissions calculation and thelow-carbon index in Karamay city, to determine whether the present Karamayindustrial economic development is in a high-carbon mode. High economic growthwithout high resource inputs and strong carbon emissions, in chapter three, after theregression analysis, industrial energy efficiency analysis of Karamay is given, andfrom the angles of both input and output, the analysis about the reasonable degree ofindustrial energy distribution and the ratio of project improvements in Karamay isvisible, through gray relational analysis, Karamay is urgent to get rid of the effect ofresources to contain. At last, later than the comparison among Karamay, Xinjiang andChina in industry, the comparison between Karamay and other similar resource-basedcities in low carbon competitive strength and the forecast on Karamay industrialenergy-saving potential, relevant recommendations about the development oflow-carbon industrialization are given respectively.
