Study On Establishing Project Evaluation System Of Government Investment Attraction In Karamay City

As an important policy tool for regional economic development, investment attraction has played an important role in promoting Karamay industrial restructuring and upgrading and enhancing regional welfare. After years of development, Karamay’s amount of investment projects and the funds available continued to show significant growth trend. Then, how to achieve a breakthrough from quantity to quality and investment transformation upgraded has become an important issue to be solved for government. Therefore, establishing a scientific and effective project evaluation system of investment attraction is the key to Karamay investment work.Establishing project evaluation system of Karamay investment attraction is the purpose of the study. First of all, this paper elaborates the research background and significance, research content and methods, and summarize and logical deduct the Existing researches. Secondly, based on the status analysis of Karamay investment attraction, this study divides Karamay investment attraction into two phases: preliminary assessment and comprehensive evaluation. BY consulting a lot of literature datum, we selected 74 preliminary indexes and used expert screening approach to indicators removed. According to the statistics of the questionnaire, we selected those indexes whose chosen frequency is greater than 75% by experts as investment projects evaluation indicators. Then I adopted AHP to determine the index weights to establishing a complete project evaluation index system. Finally, this study proposed a quantifiable scoring criterion of the third indicators and developed the application standards of the quantifiable results, and taking Xinjiang Jinshi high pressure wellhead equipment production line project as an example to test and verify the scientific index system.The project evaluation system of Karamay investment attraction divided into three levels, 6 first grade indexes, 15 second grade indexes and 33 third grade indexes. Six first grade indexes are: business undertaking ability, capital and technique input, intensive utilization of resources, investment benefits, environmental protection and Industrialization expectation. The positive test shows that all these interrelated indexes constitute a complete index system,the project evaluation system of Karamay investment attraction is scientific and feasible.
