Rural land management based on the scale management environment was beneficial to mechanized farming and scale economies, which was the current trend of China’s agricultural development. The combination of land consolidation and land transfer was an effective way to achieve the land scale-up management benefits, with land consolidation to upgrade field infrastructure and land transfer to form a cluster of land management rights, could promote the development of modern agriculture effectively. This paper used the land consolidation projects in GeShan Town, ZhangShu City as a case study to collect the information of scale managers and ordinary farmers by designing survey questionnaires. The survey focused on three aspects, such as the agricultural management mode, the land transfer willingness, and the land consolidation design requirements. Based on the analysis of the survey results, this paper designed the land consolidation project base on the decentralized management environment and the scale management environment respectively. Finally, the land consolidation design features base on the scale environment was proposed. The main conclusions of the paper were as follows:(1) On the agricultural management mode, contrasting with the ordinary farmers, the scale managers were younger and better educated. The scale managers’ agricultural income share of the total household income was higher, they used agricultural machines more frequently and achieved much more scale benefits than the ordinary farmers. On the land transfer willingness, scale managers were much willing to transfer land management rights than the ordinary farmers. The local government played a leading role in the land transfer process. However the farmers lacked job security after their land was transferred and the land transfer service agencies needed to be set up urgently. On the land consolidation design requirements, the scale managers participated in the land consolidation design more positively than the ordinary farmers, and the land flatting project was the in the top priority of the design suggestions.(2) Using the comparative study of the land consolidation specific indicators, the number of plots base on the scale management environment was 185, and that base on the decentralized management environment was 2012. The money invested on each Mu was 2184.50 Yuan / Mu base on the scale-up management environment, and that base on the decentralized management environment was 1208.74 Yuan / Mu. The road length per 100 ha was 15.55 km /100 hm2 base on the scale management environment, and that base on the decentralized management environment was 9.97 km / hm2. The accessibility rate from roads to fields was 96.76% base on the scale management environment, and that base on the decentralized management environment was 91.05%. The farmland facilities covering rate was 7.26% base on the scale management environment and that base on the decentralized management environment was 5.84%. The ditch length per Mu was 11.58 m/Mu base on the scale management environment, and that base on the decentralized management environment was 14.9 3m/ Mu.(3) Using the comparative study of the land consolidation design base on the decentralized management environment and the scale management environment to could get the land consolidation design features base on the scale management environment. The features were as follows: Plots layout was flexible and scientifically, which was favorable to the agricultural machinery operation. Road design mainly on the field road design and guaranteed the accessibility from roads to fields. The ditches layout focused on the key projects and the ditch length per Mu was smaller. The design pay attention to realize the ecological and landscape functions of the land consolidation.
