Incentive mechanism ideas generated and used in business, but with the rich and the people of modern human resource management theory to deepen their understanding of corporate human resources management in the field of philosophy and approach has been gradually accepted by the public service and in Europe other developed countries take the lead in the promotion and application, more and more scholars began to focus on human resource management theory and time -related government departments in the use and development of human resources because in today’s society has become the most valuable resource.Improving the efficiency of government departments, the establishment of service-oriented government is an important issue in recent years. As for a frontier economical department of Government, development zone must construct a reasonable and effective government Incentive mechanism system to fully mobilize the enthusiasm of employees, thus improving the quality and level of their service. For a Nanchang Economic & Technological Development Zone(take NETDZ for short as follows), the way existing Incentive mechanism cannot meet the needs of modern economic and social development, job level is unreasonable, lack of work incentives, promotion incentives unreasonable, inadequate training and education institutions and other issues highlighted.In this paper, the performance evaluation of NETDZ, through the analysis of the causes of problems and major job classification system in several ways, incentive systems, assessment systems and training systems, etc., through empirical analysis, comparative studies, historical research methods, discusses the evaluation of government performance management trends in the base case analysis, propose targeted improvement measures, and improve government performance evaluation management fundamentally, thereby enabling the government functions effectively play.
