But at present, the comprehensive benefits of land consolidation in China project analysis theory is still not perfect, the lack of scientific analysis of the benefit of standard. Compared with countries, China land consolidation project started late, laws and regulations are not perfect, all government funding, the lack of funds in the market. Therefore, the establishment and perfection of the evaluation index system of land consolidation, analysis of comprehensive benefits, not only can enrich the theory of land consolidation, but also has the important meaning to the practice of land consolidation.This paper firstly studies the domestic and foreign relevant theories of land consolidation, and a brief description of the system theory, land supply theory, sustainable development theory, and then the Sun Jia Wan Country Guan Qian village of Liling city comprehensive benefit evaluation of land consolidation project as the starting point, from three aspects of economy, society and ecology of the selected 6 indicators to construct the evaluation index system of land consolidation benefit project, using the analytic hierarchy process to calculate the weight of each evaluation of the Faye Fa and the evaluation index system, using fuzzy comprehensive evaluation method in the evaluation of project area soil fraction before and after finishing the economic benefit,social benefit and ecological benefit and comprehensive benefit of land consolidation the evaluation scores were 40.11,39.172, 42.112 and 40.214, the project area after finishing the evaluation scores were 81.376, 82.362,87.812 and 82.736. Therefore,the land consolidation project area, the ecological benefits are enormous, and the social benefit and the economic benefit is obvious, according to the land consolidation benefit evaluation grade table shows the benefits of good after finishing all.Therefore, the Liling city land consolidation project is not only pay attention to economic efficiency, but economic, social and ecological benefits, and comprehensively improve the overall land consolidation project in Liling City, and achieved certain results.China currently on land in the hilly regions of southern China finishing projects of slightly less than, but this study is in southern hilly area of land consolidation project as a point of view, the selection of evaluation indexes accord with actual needs, using the method is scientific and reasonable. The research has strong feasibility, get the actual results also have higher credibility. Therefore this study appear not only enriches our country land consolidation project evaluation theory system, but also for the hilly area of land consolidation project comprehensive benefits analysis provides scientific basis and guidance of practical activities. |
