China is in the nexus of the12th Five-Year Plan at present. However, the continuous growth of the total population, the rapid increase of urbanization rate and the consumption level of urban and rural residents cause the whole society on the demand for agricultural products increasing.its contradicts the problmes of the shortage of arable land resources, soil contamination, and the ecological degradation, and this will be a serious threat to China’s economic and social sustainable development. Land consolidation as a way to promote the scientific and effective allocation of arable land resources, to improve land utilization, to coordinate the relationship between people and land and to ensure the dynamic balance of the total arable land has become the inevitable choice to alleviate the problem. Land consolidation project has conducted more than ten years from the late1990s in our country.The problems of how effective the land consolidation is, where need to be improved and what kind of direction of the future land consolidation should be will a direct impact on the development of China’s land consolidation cause.The post benefit evaluation of land consolidation project implementation is an important topic in land consolidation, and a scientific research on it will further enrich land consolidation theory in our country, specificate and guide for land consolidation practice, and it is of great significance for the achievement to scientific decision of land consolidation.This paper first researched the theories of post benefit evaluation on land consolidation project, elaborated the connotation, principles, targets and theoretical foundation of it. Then put forward the methods and procedure of post benefit evaluation on land consolidation project, including the evaluation index system and evaluation model. After that, taking land consolidation project in Changyang Tujia Autonomous country, Hubei province as a case, with the related theories as a guide and the basic data of the project area, established the evaluation index system that consists of15index and all the index ware calculated. Using analytic hierarchy process(AHP) to calculate the weight of every index and the multi-level fuzzy comprehensive evaluation method to establish the evaluation model. Evaluated the economic benefits, social benefits, ecological benefits, landscape benefit and comprehensive benefit before and after the project. Obtained the grade of every benefit and calculated their score to make the result more intuitive. Last, some existing problems and shortcomings in this study are discussed. Through this research, the following conclusions are obtained:After the implementation of the land consolidation project, the project area economic benefit evaluation grade improved from grade C to grade B+,and the score from33.42points to84.19points; social benefit evaluation grade improved from grade C to grade B+,and the score from33.52points to82.08points; ecological benefit evaluation grade improved from grade C to grade B+,and the score from34.46points to80.50points; landscape benefit evaluation grade improved from grade C to grade A,and the score from32.73points to89.03points; comprehensive benefit evaluation grade improved from grade C to grade B+,and the score from33.70points to83.40points. Therefore, the implementation of the project greatly improved the economic benefit, social benefit, ecological benefit, landscape benefit of the project area, reached the expected goals of land consolidation project, and effectively made economic, social, ecological and landscape benefit a good unity.The study also found that the benefit of land consolidation project are still have a large room for improvement,especially the social and ecological benefit should seek greater breakthrough, and this is the key work of the next-stage land consolidation project. In addition, landscape benefit has great potential, and should get more attention in the future project. The similar projects in this region can draw big lessons from the conclusion of this study.
