Research On Development Path Of New Urbanization Based On Industrial Agglomeration

Since the reform and opening,the development of small towns in China was basically driven by the industrialization led by the township enterprises, but in recent years,because of the comprehensive atrophy of our country’s township enterprises,the development of small towns in weakness,to a certain extent,it weakened the momentum of the whole urbanization system in our country. A series of social problems which were accumulated already for a long time had also emerging, agriculture, rural areas and farmers problems, urban and rural dual structure, extensive utilization of land, etc. The 18 th National Congress of the CPC took stock of the situation,and put forward clearly the new urbanization which would fully replace the traditional urbanization,then the new urbanization was on the national strategic level.The new urbanization connotation was rich, with different from the traditional urbanization only pay attention to town number and scale, it paid more attention to the coordination of human and land.On the other hand,the industrial agglomeration was the most effective form of industrial organization to promote the development of small towns in the regional urbanization.Throughout the regions whose economic was relatively developed in our country, especially the part of the towns in southeast coastal, each was relying on the industrial agglomeration then develop rapidly. For example,the trade city in Yiwu, the woodcarving city in Dongyang,the leather city in Haining and the hardware city in Yongkang, etc,all due to the development of the industrial agglomeration,then formed a brand effect, and enhancing the town’s comprehensive competitiveness.Under the guidance of advanced experience of the Zhejiang province’s first round 27 small cities’ cultivation plan successfully completed,deeply analyzed the driving mechanism of the industrial agglomeration promoting the spanning development from "town" to "city", then provided certain reference and experience guidance for other areas through the development of the industry agglomeration to promote local new urbanization,it undoubtedly had important theoretical significance and practical guiding significance.The paper based on the new industrial development theory of the industry agglomeration,through analyzing the mechanism of the industrial agglomeration promoting the new urbanization, and getting the development path of new urbanization based on Industrial Agglomeration,it was the theme.First of all, the paper expounded the mechanism of the industrial agglomeration promoting the urbanization process;Second,taking Fotang town as a case for empirical research, on the base of discussing the current situation of the industry and urbanization development, qualitative,quantitative and regression analysising the driving mechanism of industrial agglomeration promoting the new urbanization from absorbing people,industry support,space expanding and institutional innovation,then put forward the reasons of restricting the further development of the Fotang’s new urbanization.Finally, optimizing the quality of the population structure,the economic structure,the space structure and the society structure as the breakthrough points,then summaried and extracted the new urbanization development path based on the industrial agglomeration.
