A Study On The Cultivation And Development Of Small City In Zhili, Zhejiang Province

From the year2010, on the premise of keeping the town organizational system constant and be consistent with the laws and regulations, the Zhejiang provincial government decided to give the27pilot towns economic social management rights, which include land utilization, finance controlling, administrative examination and approval and transaction management. These rights are basically the same with that of county governments. The cultivation pilot of small city in Zhejiang Province offers a kind of feasible mode exploration for future development of urbanization.By reviewing the previous research of domestic and foreign city urbanization development, this paper studies the awareness of the small city cultivation. Small city is an important joint of promoting new type urbanization and balancing urban and rural development. Thus, the cultivation small city will accelerate the realization of transforming a large town into small city towns as well as balanced development of urban and rural areas. Besides, it will play a role of radiation and as a result, social management will be reinforced and the level of public service will be promoted. What’s more, it will function as a model for other towns to learn from.Through researching the authentic situation of cultivation pilot of small city in Zhejiang Province, especially in zhili town, this paper makes a study on the problems we encounter, the measures we take and the achievements we obtain since the implement of pilot. Based on it, this paper understands the present stage and the problems profoundly, and then it provides relevant countermeasures.
