Research On Evaluation And Model Of Support Enterprise Independent Innovation Policy

In the current, innovation ability has become an important indicator to measure the economy development and overall national strength of a country or region. In order to better improve their innovate ability, all countries have formulated the innovation policy, which accords with the situation of their own nation. However, the enterprise have actively devoted to the independent of innovation activities as the main body of innovation policy under the guidance of the innovation policy, thus producing new products and efficiency. And how to determine whether the support of the enterprise independent innovation policy have appropriate the enterprise development is becoming an important task.This article via the analysis and research of the independent innovation policy of Japan, United States, South Korea and China, set up the index and evaluation model about enterprise independent innovation policy, evaluate the performance of enterprises in Shaanxi Province under the support of independent innovation policy. The main research content is as follows:1. Introduce the research contents and methods of the enterprise independent innovation policy, and the research status of enterprise independent innovation policy at home and abroad, then analyze and compare the independent innovation policy of United States, Japan and other countries;2. Set up independent innovation policy relevance and network diagram about nation and region, analyze the independent innovation policy relevance of nation and region;3. Through the analysis of influence factors and the innovation power of enterprise innovation policy, set up the C2 R model based on data envelopment analysis(DEA) to support enterprise innovation policy;4. Select the representative enterprise in Shaanxi Province for policy research, use the model to analyze it, and put forward rational suggestions to improve it.In this paper, we study the method to solve the support provides theory basis for the evaluation of enterprise independent innovation policy and the concrete implementation method of C2 R model, it has a positive practical significance.
