A Study On The Ability And Efficiency Of Enterprise Independent Innovation In Heilongjiang Province

Enterprise is the basis and mainstay of the national economy, the important technology creator, user and promoter, is the key to improve the capability of regional or even national independent innovation. Ability of independent innovation of enterprises is not only the fundamental driving force for business development and expansion of itself, but also an important factor to raise national competitiveness. Speeding up improving the ability of independent innovation is an important task in the "Eleventh Five-Year" period to lead the development of the economic in Heilongjiang Province, it is also very important to enhance the core competitiveness of our province's enterprises. Above all, it is urgent needed to protect national economic security in fierce international competition.Firstly, this paper analyzed the ability and efficiency of independent innovation based on the theories of the independent innovation; secondly, it analyzed the current situation of Heilongjiang Province and evaluated the ability of enterprises independent innovation in Heilongjiang Province with TOPSIS and then assessed the efficiency of enterprises independent innovation in Heilongjiang Province with DEA; finally, this paper listed measures which would available in Heilongjiang Province according to the strategic positioning and principles of measure selection, which would be references to promote the ability and efficiency of enterprise independent innovation in our province.
