Shaanxi Province Supports The Evaluation Of Independent Scientific And Technological Innovation Policies Of Enterprises

In recent years, the modernization of our country has made great breakthrough, however, we have to face the overall slowdown in economic growth, transformation of development mode, and many other challenges.As president Xi Jinping says, China's economic development has entered the "new normal", the key stage,and requirements of new normal is to transfer from investment-driven to innovation-driven model. Since president Xi Jinping and prime minister Li Keqiang and other central leaders have repeatedly delivered important speeches about indigenous innovation recently,and they made important instructions about enhancing science and technology innovation reform and taking innovation driven development model. Only in the year of 2014, the central political bureau standing committee, the central comprehensively deepen reform leading group, and the central finance leading group and state council researches technology issue particularly as many as 15 times, the central economic work conference communique mentioned "innovation" over 10 times, and stressed that innovation has to be the new engine to drive society and economy forward. As the main part of innovation, if enterprises could effectively carry out indigenous innovation activities would be specially important.2015 is a milestone year for China's innovation and entrepreneurship.In June state council promulgated "policies and measures about vigorously promoting public entrepreneurship and people innovation", which shows the attention of the enterprise indigenous innovation from the highest levels of our government. Shaanxi province actively respond to the country's policies to support enterprise innovation, resolutely implement the national laws and regulations to support enterprises innovation, making enhance independent innovation abilities of enterprises as a top priority of government work. Shaanxi province was striving to narrow the gap between indigenous innovation of the local enterprises capability with coastal provinces. However, on the whole, some of the enterprises innovation policy in Shaanxi are left behind and there is poor implementation of this case, which makes effect produced quite limited. How to effectively support the implementation and improvement of Shaanxi indigenous innovation policy, thus, to enhance the indigenous innovation enthusiasm and capability of enterprise effectively has become very imminent. This thesis compare and analyze the domestic and foreign policy of the current support for business innovation, summarized the status of Shaanxi indigenous innovation policy and innovation of enterprise, and then do the research on the way that indigenous innovation policies impact on enterprise innovation capacities. The main contents are as follows:1.Systematiclly introduce the purpose and meaning of Shaanxi independent innovation policy and international research, research contents, research methods and research framework.2.Elaborating indigenous innovation policy, innovation ability of enterprise and social indicator system connotation, features, functions etc. To discuss the relationship between the social indicator system and sociology, economic indicators.3.Comparatively analyzing and summarizing the domestic and foreign policy of independent innovation. From the Shaanxi government finance and tax policy support, financial support policies ,laws and regulations support policy, innovation service policy, talents introduction policy of independent innovation in Shaanxi province was analyzed.4.On the basis of the analysis, based on Shaanxi enterprise independent innovation policy and the enterprise innovation ability evaluation index system and evaluation model.
