Research On The Industrial Policy Of Harbin City Under The Background Of Ecological City Construction

Since 1971, the United Nations Educational Scientific and Cultural Organization (UNESCO) launched the "man and biosphere (MAB) plan" and put forward the concept of "ecological city", this term has received extensive attention from the whole world. Harbin is also not exceptional, not only in the economic development but also at the same time paying more attention to the development of the ecological city. However, ecological problems caused by the three major industries in recent years directly led to the ecological environment more serious in Harbin city. In order to make the ecological city constructed smoothly and effectively, it must rely on scientific and reasonable industrial policy to control, influence and promotion. Related industrial policies from the specified, implementation to the late management cannot fully meet the needs of the current ecological environment in Harbin. Therefore, strengthen the effectiveness of the industrial policy is the fundamental problem.This paper divided into three parts, the first part includes chapter one、two and three. Firstly, introduce the research background, purpose and significance. Secondly, from the relevant theory of ecological city and industrial policy, research the connotation of ecological city, the connotation of industry policy, and some theories, such as:the theory of sustainable development, public policy evaluation theory. Finally, discusses the developing status of ecological city in Harbin, the content and development course of industrial policy. From which can be seen that the problems of the industrial policy are about formulation way, the policy idea, the implementation means, the policy supervision and so on, and then come to industrial policy has some room for improvement. The second part includes chapter four and five, constructed the evaluation method and index system of industrial policy under the background of ecological city construction, put the ecological concept into consideration, and make the effective bedding for the following analysis. The fifth chapter is the core part of this paper, taking Harbin city as an example, evaluating the ecological problems of the industrial policy in the construction of ecological city in Harbin, through the evaluation results summary which aspect impacts the ecological city construction in Harbin is more serious. The third part includes chapter six and seven, through the above analysis and conclusions, based on analyzing of the present situation of industrial policy of the ecological city abroad, put forward the perfect industrial policy measures of the ecological city construction in Harbin from the policy idea, the implementation means, the policy supervision and so on. Finally, summary the main conclusions of this paper and put forward the future research direction.
