Heilongjiang Province’s national forest areas between cold temperate zone and temperate zone donate to rich forest resources and make there one of the mainly concentrated distribution area of forest resources in China.The policies such as the implementation of natural forest protection project, the determination of Daxinganling and Xiaoxinganling ecological function area and the implementation of complete cessation of commercial natural forest harvesting in Heilongjiang Province’s national forest areas means that the national forest areas must transform their economic style from wood-based to non-wood-based. Along with the implementation of forestry major projects and the financial allocations from the central government, the income of national forest areas’ workers is improved to a certain extent. But there is still a big gap when comparing with the income of urban employees. Take Heilongjiang province as an example, recent years the average annual wage gap between forest’s workers and city staffs is not narrowing but widened. Thus, to increase the workers’income in the national forest areas is an urgent problem to be solved.In this paper, when describing the income characteristics of national forest areas’worker family and analyzing the factors that influence their income, the index of household income per capita is used. In the investigation, family general income is firstly asked and then the details such as wage income, family business income, property income, transfer income and so on. The main factors that influence the income of national forest areas’ worker families include the objective factors such as the production factors, policy and system, local natural and social economic conditions and the subjective factors such as the intention and behavior of the employees. In this paper, the main factors namely family characteristics, land characteristics, region difference, dummy variables and other outer characteristics are summarized and chosen and their influence for worker families’income is quantitatively analyzed. The OLS regression results of the influence factors for national forest areas workers household income per capita indicate that the number of family labor has no significant effect on the state-owned forest regions worker families’income, while the number of non-labor does, so as the forest resources. The forest worker families do some under-forest economic activities such as under-forest planting, under-forest breeding and under-forest acquisition with the woodland their managed, which contributes to their family income. The family income per capita of national forest areas workers doesn’t influence by the local forestry bureau and their policy support.The significantly improvement of residents’ income and public service levels. In this situation, to make a scientific judgment on the Xiaoxinganling forestry worker income trend, to make detailing understanding on the income characteristics, to make a thorough analysis on the difficulty of increase the income and make the path and countermeasures clear has an important theoretical and practical significance.the path analysis of increasing forestry worker families’income, depending on the reference of scholars’ research on forestry worker income at home and abroad, by surveying the basic situation of people’s livelihood in Heilongjiang national forest areas and by carrying out a detailed introduction of Heilongjiang national forest areas worker families’ income, the concrete measures of increasing the income of Heilongjiang national forest areas worker families are proposed.
