A Study On The Differences And The Influence Factors In Carbon Sequestration Supply Of Household And National Forest Farm

As there is increasing global attention on the environment and climate issue, Chinese government has take forest carbon sequestration as a way to cope with the climate change. Based on the operating state of the fir in southern collective forest region, this study uses modified Faustmann Model and Forest Growth Model to draw the curves on carbon sequestration supply of household and forest farm at different operating levels, and compares the differences in carbon sequestration supply between the two operators as well. Then the study analyzes the influence factors by applying the Sensitivity Analysis, Logistic Method and other methods. The main processes and conclusions are as follow:(1) Through Cost-benefit Analysis and Faustmann Model Analysis on the carbon sequestration supply potential of household, this study indicates the following results. Firstly, household with compounded operating aim benefits more than that with singular operating aim, getting extra 2877.99 yuan per hectare in net present value and 1.16% higher internal rate of return. Fujian is superior to Zhejiang and Jiangxi, and first-class land is superior to middle-class and low-class land in net present value and internal rate of return. Secondly, the optimal rotation remains unchanged under two different operating aims. Thirdly, regardless of the aim, LEVFujian>LEVZhejiang>LEVJiangxi in first-class land and the low-class land, while LEVFujian>LEVJiangxi>LEVZhejiang in the middle-class land; regardless of the land condition, the expected values of forest farm in fir operation of household is higher under compound operating aim than under singular operating aim.(2) Through Cost-benefit Analysis and Faustmann Model Analysis on the carbon sequestration supply potential of state-owned forest farm, this study indicates the following results. Firstly, forest farm with compounded operating aim benefits more than that with singular operating aim, getting extra 3727.64 yuan per hectare in net present value and 0.67% higher internal rate of return. Jiangxi is superior to Zhejiang and Fujian, and first-class land is superior to middle-class and low-class land in net present value and internal rate of return. Secondly, the optimal rotation remains unchanged under two different operating aims. Thirdly, regardless of the aim, LEVJiangxi>LEVFujian>LEVZhejiang; regardless of the land condition, the expected values of forest farm in fir operation of forest farm is higher under compound operating aim than under singular operating aim.(3) Through Sensitivity Analysis, the differences in carbon sequestration supply between the household and the forest farm are compared. The study indicates that as the land condition is leveling up, the average carbon sequestration supply of the household and the forest farm has raises 95.4t/hm2 to 522t/hm2, 156.6t/hm2 to 585.6t/hm2 respectively. The carbon sequestration supply of household and farm forest in Jiangxi is higher than that in Zhejiang and Fujian by 7.7%, 17.2% and 17.7%, 26.2% respectively. Based on this, the study analyzes the main factors influencing the carbon sequestration supply in economic factor, subject’s willingness, technical factor and institutional factor, which indicates that higher level of interest rate or lower cost lead to shorter optimal rotation of fir and lower carbon sequestration supply. The household’s willingness in carbon sequestration forest operating is markedly affected by the training on forest operating, quality of the forest farm, operating attitude of the household, regional differences of the three provinces under significance level of 5% and 10%. There are great differences between the aims of the carbon sequestration and the existing operating technical measures of the forest farm and household. Clarify the carbon sequestration equity, implement the carbon sequestration allowance and the carbon tax policy make for the increase in carbon sequestration supply.(4) The study proposes rationalized policies suited to the development of forest carbon sequestration in southern collective forest region. Firstly, clarify the carbon sequestration equity and guide subject in conducting carbon sequestration operating. Secondly, establish medium and long term low-interest loan system and lower the opportunity cost of operating subject. Thirdly, implement carbon sequestration allowance and enhance the initiative of subject’s operating carbon sequestration forest. Fourthly, advance the operating technical of carbon sequestration forest and formulate scientific measurement criteria of carbon sequestration. Fifthly, increase the publicity and training of carbon sequestration and improve subject’s cognitive level of carbon sequestration.
