The transformation and upgrading of the industrial town in developed areas is an important part of New-type Urbanization in China. Land is the basic factors of production, its use structure and utilization efficiency directly affects the transformation and upgrading, and sustainable development of urbanization. Since the Reform and Opening, the townships in Southern Jiangsu have experienced two incremental expansion phase of industrialization which were driven by rural industrialization and export-oriented economy. However, the industrial land of townships in Southern Jiangsu has decentralized layout and low efficiency which has become the obstacles of the development of industry and even the entire economic and social sustainable development. With less and less land resources and more and more stringent environmental protection policy in our country, townships in Southern Jiangsu is entering the new stage of urbanization which is under the restriction of land resources and environmental protection. The reuse results of the stock industrial land will become the key to a successful future development of the townships in Southern Jiangsu. Therefore, this paper focus on the reuse countermeasures of the stock industrial land of townships in Southern Jiangsu.First of all, we conduct a study of Brownfield development theory, the intensive use of land theory and land recycling utilization theory. Then, we investigate and study on the planning practice relating to the reuse of the stock industrial land. Based on this, we make a redefinition of the stock industrial land.Secondly,take three key towns in Suzhou, Wuxi, Changzhou as a case, we do an analysis of the status quo of the industrial land in townships in Southern Jiangsu which are described from the total scale, spatial distribution, utilization benefit three aspects in order to clear the "necessity of tapping the potential of the stock". However, industrial land "potential stock" is difficult. In this paper, we study the difficult position of the stock industrial land reuse predicament from the five aspects of land property rights, government management, enterprise production, community property and farmer consciousness to pave the way for the propose of reuse countermeasures.Finally, we introduce the stock industry with the quantitative identification method which helps us to classify and recognize the stock of industrial land according to the approved but not yet built, more new type structure, the inefficient use of type three categories classification in order to clear the stock by the reuse of object recognition method. Based on the present situation and the difficulties of reuse, we put forward the macroscopic countermeasures reuse. And then put forward micro measures of industrial land reuse for each stock according to these measures.
