The urbanization is a great historical process of social life and production, which has been witnessed of tremendous changes. Our country is in such a process, and how to complete it is a daunting task for scholars. Urbanization is affected by many factors, to name but a few, the development of political, economic, cultural and other influences and constraints, among which, system is one of the most important factors. Urbanization in essence, is the institutional constraints within the framework of institutional choice given the reality of population, land, labor, capital, other economic factors and the gradual re-integration of the urban agglomeration process. When the relevant institutional arrangement and urbanization development require synchronization, or exceed it in time before it will promote and accelerate the development of urbanization; on the contrary, it will delay or even prevent the development of urbanization. Therefore, the existence of the defect is not conductive to the development of urbanization and its contents related systems analysis and innovation. It has become the current implementation of the healthy development of China’s urbanization priority.
